Questions on Promised Legislation (19 Oct 2017)

Declan Breathnach: We were promised legislation on the domestic violence Bill. I want to raise the need for an urgent protocol or procedure at all Garda stations to fast-track victims of violence immediately, through a national manned call line where local facilitation can be organised for immediate privacy and prioritisation, especially where victims of rape and violence feel seriously threatened. Listening...

Questions on Promised Legislation (18 Oct 2017)

Declan Breathnach: The Taoiseach knows that valuation orders were signed for the ratings authorities of Cavan, Fingal, Louth, Meath, Monaghan, Tipperary, Wexford and Wicklow county councils this month. Ratepayers are looking for equity and we have the Commercial Rates Bill which has not even gone to pre-legislative scrutiny. Ratepayers in this country are chomping at the bit looking for equity, modernisation...

Written Answers — Department of Foreign Affairs and Trade: Northern Ireland (18 Oct 2017)

Declan Breathnach: 115. To ask the Minister for Foreign Affairs and Trade the progress made in dealing with legacy issues despite the absence of the Northern Ireland Executive; the discussions that have taken place with Secretary of State James Brokenshire or the UK Secretary of State for Foreign Affairs on legacy issues; and if he will make a statement on the matter. Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (12 Oct 2017)

Declan Breathnach: This could be called the Mary Poppins budget. Mary dons the umbrella with the rainy day fund while the Minister for Finance, Deputy Donohoe, sings "A Spoonful of Sugar" makes the less popular measures go down. Many of the measures in the budget are positive, such as an increase in the number of teachers, gardaí and additional guidance counsellors for secondary schools, further...

Declan Breathnach: The Government should publish the report.

Financial Resolution No. 2: Stamp Duties (10 Oct 2017)

Declan Breathnach: It is clear that the stamp duty collection is a shaky cornerstone of this budget. I reiterate what others in the House have said that any developing farm or expanding farm should be exempt from the increase in stamp duty. The Minister needs to clarify the various messages and signals that are coming out, which do not seem to be ad idemwith what appears in the document before us.

Financial Resolutions 2018 - Financial Resolution No. 1: Tobacco Products Tax (10 Oct 2017)

Declan Breathnach: If it were many years ago Members from Dundalk would be shouting from the rooftops at increases in tobacco prices. We must support this resolution on the basis of health but heavy smokers will obviously bear the brunt of it. I agree with Deputy Calleary on the need to strengthen revenue in the face of tobacco smuggling and the illicit trade that will no doubt occur as a result of a further...
