Denis Landy: On a point of order, it is a period of week.
- Seanad: Order of Business (13 Jun 2012)
Denis Landy: The Senator is rewriting history.
- Seanad: Order of Business (13 Jun 2012)
Denis Landy: That is incorrect.
- Seanad: Order of Business (13 Jun 2012)
Denis Landy: I concur Senator Paul Coghlan in his comments on planning. The Minister of State's proposal to appoint an independent consultant is a positive step. I again request the Minister for the Environment, Community and Local Government to grant an extension of the deadline for the receipt of replies from local authority members in the local government reform questionnaire. It was sent in a...
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Committee and Remaining Stages (7 Jun 2012)
Denis Landy: It will be relevant in a second, if the Chair allows me to finish. I would like the Minister of State to ask the Minister, Deputy Hogan, to extend the amount of time that is being provided for this. We talk about consultation and inclusiveness. Most councillors have not yet seen the questionnaire but they are being asked to return it by tomorrow week. I take this opportunity to ask the...
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Committee and Remaining Stages (7 Jun 2012)
Denis Landy: With respect, he is not aware of it. Some of the associations were trying to contact him this morning to highlight the issue, but they failed to make contact. They asked me to raise the issue here today. I would appreciate it if the Minister of State brought it to his attention.
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Committee and Remaining Stages (7 Jun 2012)
Denis Landy: I concur with Senator Keane's comments. While I have the highest of respect for Senator Cullinane, he has misinterpreted the original statement within the Bill. He probably has honed in on something and perhaps has had a little bit of tunnel vision in this regard. Consequently, having heard the clear and eloquent explanation given by the Minister of State, I ask the Senator to withdraw...
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Committee and Remaining Stages (7 Jun 2012)
Denis Landy: While it might be difficult for Senator Cullinane to accept he is wrong, perhaps on this occasion he might accept he is not right. Perhaps he will leave it at that without forcing an unnecessary vote.
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Committee and Remaining Stages (7 Jun 2012)
Denis Landy: As the Minister of State has said, a specific provision in the section of the Bill dealing with local government will allow a single official to manage both of the electoral areas that are to be merged until the new system is put in place. I suggest that consultation is extremely important in this regard. In that context, I would like to bring to the attention of the Minister of State...
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Second Stage (6 Jun 2012)
Denis Landy: Cuirim fáilte roimh an Aire Stáit go dtà an Teach. I cannot let the opportunity past without responding to my learned colleague, Senator Quinn who, on the one hand, criticised the number of local authority elected members in the country and, on the other, referred to England as a good example of the way local government operates there. He also referred to the system in France. For his...
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Second Stage (6 Jun 2012)
Denis Landy: Deputy Byrne is very friendly with them. He may be able to tell me then.
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Second Stage (6 Jun 2012)
Denis Landy: Councillors are also interested in the changes which will affect them. It is important that this information is brought out as soon as possible. Local government should be enhanced by the provision of extra powers and local government at town level should be retained, albeit if it must be outstretched to rural areas. I am in favour of the retention of local government town level.
- Seanad: Local Government (Miscellaneous Provisions) Bill 2012: Second Stage (6 Jun 2012)
Denis Landy: Someone to commiserate with on the hurling.
- Seanad: Order of Business (16 May 2012)
Denis Landy: I do not want to trivialise what Senator Wilson has said because I too have concerns about the barracks closure in Clonmel. It is fair to say, however, that soldiers have stopped riding horseback a long time ago. They will not require six hours to travel from Athlone to Cavan in any circumstance.
- Seanad: Order of Business (16 May 2012)
Denis Landy: Several months ago my group in the Seanad raised the issue of assistance for small businesses. One of the matters discussed was procurement and public tendering. The Minister of State at the Department of Jobs, Enterprise and Innovation, Deputy Perry, was forthcoming in regard to the need to assist small businesses by keeping public tenders in this country to the greatest extent possible....
- Seanad: Order of Business (16 May 2012)
Denis Landy: ----- who are telling us it is no easier to win tenders. We need to close this circle through an information day so that we can have full disclosure of all the information we require to advise the public.
- Seanad: EU Presidency: Statements, Questions and Answers (Resumed) (10 May 2012)
Denis Landy: It is most enjoyable to watch joyous flirtation in the Chamber. Most of us are usually dull and argumentative but I congratulate the Minister of State and Senator Bradford. I welcome her to the House. Senator Bradford referred to showcasing Ireland. My recollection of the previous occasion on which Ireland held the Presidency was fleets of buses and high powered cars travelling from one...
- Seanad: Review of White Paper on Irish Aid: Statements, Questions and Answers (9 May 2012)
Denis Landy: I thank the Minister of State for outlining his views on the White Paper. I apologise for not being present earlier, but I had to attend another meeting, although I watched and listened to some of his contribution on a monitor. Will he elaborate on the process to establish the Shannon hub? It was announced earlier that Shannon Airport had achieved independence from the DAA. Will that have...
- Seanad: Order of Business (2 May 2012)
Denis Landy: I rise in support of my colleague, SenatorDiarmuid Wilson, who has called for the Minister for the Environment, Community and Local Government, Deputy Hogan, to come to the House to discuss his proposals on the future of local government. It is extremely important that the Members of both Houses and also the representatives of the Association of County and City Councils should be the first...
