- Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)
Marie Moloney: Is it possible to put in place legislation to cover this?
- Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)
Marie Moloney: Does that fall under the remit of another Department?
- Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)
Marie Moloney: Like Deputy Jim Daly, I would like to know why the JobsPlus scheme is being restricted to 2,500 applicants. It is cost neutral and will probably even save money. If the people concerned are on unemployment benefit, they get more than the €7,500 offered. I cannot understand why it is limited to 2,500 applicants. I know the Minister is saying it is just starting off, but the scheme...
- Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)
Marie Moloney: I know the Minister has arranged a briefing for Oireachtas Members, but it clashes with a meeting of this committee. I contacted the Department and was told it would brief committee members separately afterwards. I am anxious to be assured that a person participating in JobBridge can move to JobsPlus and that the time spent on the internship will be accepted as being a period of unemployment.

Marie Moloney: Can they stay with the same employer?
- Joint Oireachtas Committee on Education and Social Protection: Pre-Budget Consultation Process: Discussion with Minister for Social Protection (10 Jul 2013)
Marie Moloney: I thank the Minister. I am sorry I missed the start of her presentation, as I had other meetings to attend. I note from her presentation that she expects to take €440 million out of the social welfare spend in the forthcoming budget. At the same time, she has indicated that she wants to maintain core payments. This really means that supplementary payments which are paid to those...
- Seanad: Order of Business (9 Jul 2013)
Marie Moloney: I welcome the introduction of the JobsPlus scheme which was announced yesterday by the Minister for Jobs, Enterprise and Innovation, Deputy Richard Bruton, and the Minister for Social Protection, Deputy Joan Burton. This will be a great boost for employers in small and medium-sized enterprises who are financially stretched but are anxious to take on extra employees. It will also be a great...

Marie Moloney: Before I call the next speaker, the Minister of State has been unavoidably called out of the House for a couple of minutes. We will wait until he returns.

Marie Moloney: I call Senator Diarmuid Wilson and he has ten minutes.

Marie Moloney: I will support the Bill because we have to give the people the choice but once it is passed, I will campaign for a reformed Seanad because we need this House. It is unfair to ask the public "Yes" or "No" without giving them options. How can we expect to people to vote "Yes" to save the House if they do not know in what form it will be saved?

Marie Moloney: I am voting to put the referendum to the people.

Marie Moloney: I also cannot understand why a stand-alone referendum is taking place when local elections will be held early next year. The State would save money if it were held on the same day as the local elections. I await the Minister's response on that.

Marie Moloney: I welcome the Minister of State to the House. I find it bizarre that we are debating the abolition of the Seanad. Which one of us will say that we should not be here? None of us will do so because, if we believe it, the door is there and we should walk out. Every Member believes he or she is doing a good job and should be here. When I was a member of Kerry County Council, we could not...
- Seanad: Food Provenance Bill 2013: Second Stage (3 Jul 2013)
Marie Moloney: I welcome the Minister of State, Deputy Tom Hayes. I worked with him when he was Chairman of the transport committee. We always got on well and it was a pleasure to work with him. I commend Senator Feargal Quinn for bringing the Bill to the House. It is a pity the Minister of State has said the timing is wrong and that he cannot accept the Bill. Ireland has always prided itself on...
- Seanad: Food Provenance Bill 2013: Second Stage (3 Jul 2013)
Marie Moloney: Yes, that is the case. I hope the Minister of State will not allow the Bill to stagnate on a shelf but work with Senator Feargal Quinn on enhancing his proposals. Why can we not be the leader in Europe in food provenance? It would be a feather in our cap and we could always say it came from the Seanad, whether we are here in time to come, but, please God, we will be.
