Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: There is an increase of €61 million in capital expenditure. I am sure that is because the Government has taken on a new initiative to replace prefabricated buildings around schools, which is proving a worthwhile exercise. How many prefabricated buildings is the State still paying for throughout the country? What is the capital expenditure on prefabricated buildings?

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: This is a very welcome initiative from the point of view of health and safety, and security, as I know from speaking to boards of management in my constituency and I am sure other members have heard the same thing. It is the way to go because many of those prefab buildings were costing the Department a considerable sum, as outlined in the report. I hope that we will see a greater reduction...

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: Another factor which has been brought to my notice is that it is cheaper to get insurance for schools where prefabricated buildings are not located in close proximity to the main school. That should be factored in too.

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: There is flexibility involved.

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: Is the nucleus of the parish identity taken into consideration for primary schools?

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: The reason I raise this is because it is killing the fabric of rural communities. The parish identity is very important in rural areas, with community involvement in local sports and so on. When people move to another parish, they tend to move through the various grades of football in their adopted parish, rather than in the local parish. This is causing problems for some rural parishes at...

Joint Oireachtas Committee on Education and Social Protection: 2014 Pre-Budget Submission: Department of Education and Skills (17 Jul 2013)

James Bannon: It may be inappropriate to raise this issue, but the implementation of the distance criteria in regard to school transport is causing untold problems in rural areas. Sometimes two children in a family may be going to one school, but the third child is now being forced to attend a different school. This is placing a huge burden on parents, who sometimes have to bring their children to two or...

Written Answers — Department of Children and Youth Affairs: Health Services Staff Issues (17 Jul 2013)

James Bannon: 243. To ask the Minister for Children and Youth Affairs the number of people who applied for the three-year incentivised career break within the Health Service Executive and in the child care area since its introduction; the number of applicants who were refused the career break; the reasons for the refusal; and if she will make a statement on the matter. Order of Business (16 Jul 2013)

James Bannon: The proposed industrial wind turbine development is a highly controversial issue across the midlands. The Taoiseach may or may not be aware that public meetings are being held in every parish across the midlands on this issue. We are still working under the 2006 guidelines for wind turbines. It is an issue that-----

Order of Business (16 Jul 2013)

James Bannon: Politicians across the board are being called on to have a moratorium on such development until the guidelines are changed. Perhaps new guidelines for wind turbines could be covered under the common arrangements that will apply under the gas or EirGrid legislation. It is an issue that has been promoted by the Government since it took office.

Order of Business (16 Jul 2013)

James Bannon: People want a stay on such developments until new guidelines are drawn up.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heritage Council: Discussion (16 Jul 2013)

James Bannon: We should designate a day to our heritage.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heritage Council: Discussion (16 Jul 2013)

James Bannon: Heritage is important, although it is relegated to the hind tit in contrast to the environment.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heritage Council: Discussion (16 Jul 2013)

James Bannon: People who visited to photograph old houses, traditional farm yards, etc., did so when those areas were not in the best of condition. They do not like to see that. Perhaps the website could be redone. The owner could be co-operated with on the day the photographer visits. People were surprised to find their properties on-line without being notified, particularly their back gates, back...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Heritage Council: Discussion (16 Jul 2013)

James Bannon: I welcome Mr. Newman and wish him well in his new role as chairperson of the Heritage Council. There has been an interrelationship between people and the landscape since the earliest times and regrettably many monuments, such as ring forts, have been destroyed in some parts of our country. The management of our heritage depends very much on public awareness and education giving people an...

Report on Promoting a Sustainable Future for the Post Office Network: Statements (16 Jul 2013)

James Bannon: I thank the Minister of State for sharing time. As we all know, post offices are the cornerstone of our rural communities, in particular for the elderly. I believe they should play a greater role in the future, including by way of provision of additional banking services. The potential growth and economic benefits of the post office network for rural areas cannot be ignored. The...

Written Answers — Department of Health: Mental Health Services Report (16 Jul 2013)

James Bannon: 1121. To ask the Minister for Health if he will provide accounting of all programmes dedicated to the treatment for research on mental illness; the amount each programme receives annually; the amount dedicated to the treatment of serious mental illness; and if he will make a statement on the matter. [35174/13]

Electoral, Local Government and Planning and Development Bill 2013: Second Stage (12 Jul 2013)

James Bannon: I know that it is the European elections I am meant to be dealing with. However, it is important to note this issue.

Electoral, Local Government and Planning and Development Bill 2013: Second Stage (12 Jul 2013)

James Bannon: The commission has recommended that our European parliamentary constituency be part of the north-west region. This is important because the midlands region has much in common with those counties, particularly in matters such as agricultural development. Ours is a disadvantaged constituency which has little in common with Dublin and the east coast. It is essential the democratic process is...
