Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Timmy Dooley: It is no problem whatsoever that a good man like Senator Buttimer went before me. I thank the Minister of State for the clarity he has provided. I agree with others that he has a good handle on what can be a complex matter if it is not addressed quickly. I mention the scenario where somebody's name appears incorrectly based on his or her own mistake; a case in point being my own. I am...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Timmy Dooley: Okay. The answer to that is, for the moment, maybe. On the next one, there is quite a number of Irish citizens who either work or reside in the UK, or temporarily worked or resided in the UK, and would have been vaccinated there. Obviously, the UK is outside the European Union now. I do not know what their role is in terms of providing information around the digital Covid certificate. Do...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Timmy Dooley: I welcome that. On the management or maintenance of the certificate, there is a number of apps out there currently which allow you to scan the code, either from your screen or from your printout, and it will upload it into the wallet app on your iPhone. I have put the link to that app up on Facebook and on Twitter.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Minister of State at the Department of Public Expenditure and Reform (14 Jul 2021)

Timmy Dooley: That is great. I note Ryanair has a function. The Minister of State mentioned that Aer Lingus was looking at doing something. I note that Ryanair currently has a function which allows you to upload the image of your clear PCR test, as it is up until now, that allows you to travel. Anything the Minister of State can do with airlines to encourage them to do that would be helpful. That is...

Seanad: An tOrd Gnó - Order of Business (13 Jul 2021)

Timmy Dooley: I thank the Cathaoirleach. I am conscious that this is the last week of business before the recess and the Order of Business matters are fairly much taken up by now. I ask the Leader if she might organise a debate at the earliest opportunity when we return after the recess with the Minister for Health on the area of dental services for persons with medical cards. It has come to my...

Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (13 Jul 2021)

Timmy Dooley: I welcome the presentations, which were thought-provoking. I was anxious for us to have this debate because I have been concerned for some time about this notion that we can have 1 million EVs on the road by 2030 and that this will, to some extent, solve the problem. The witnesses' research and modelling has clearly identified that this is not enough. I support everything they have said...

Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (13 Jul 2021)

Timmy Dooley: I apologise to Mr. Cazzola but I was thinking of it in the context of heavy goods vehicles rather than as a replacement fuel for domestic or personal vehicles.

Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (13 Jul 2021)

Timmy Dooley: If there is anything our guests can come back to us on I would welcome that. If this could be an ongoing collaboration it would be helpful. For me, the piece is trying to get that model right to take people step-by-step. We had some comments before about a couple of cars per village or whatever. That is not going to work in rural areas but it certainly is going to in the cities. I see...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: I apologise as I have had some technical difficulties down in the Convention Centre. I had to log out and back in and I lost some of it. To follow up on the UK situation, I have heard what the Chairman asked and Ms Canavan might let us know what the situation is with minors or those under 18 years of age who would not be vaccinated and are coming from the UK. There is obviously much...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: Okay. At the moment individuals aged between six and 18 years must have had a negative PCR test. Will there be a five-day quarantining requirement as well until they get a second negative PCR test?

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: Okay. That is obviously something we must highlight Chairman because if their children must be quarantined for a number of days, it will have a very significant impact on families travelling from the UK.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: Yes. I thank Ms Canavan. I know it falls outside her remit in terms of policy.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: I thank Ms Canavan. I may have missed some of the discussion on this when I had to reboot the system here, but Ms Canavan talked about getting out the certificates through An Post and by email and there being about 1 million in each bundle. Was that all happening on one particular day? Have all the emails been circulated or are they being done in tranches? Is there a finish date for that?...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: Just before Ms Canavan does I might add that I have postmen within my general sphere of friends who would not have wanted 1 million letters showing up on the first day so I can understand the necessity of staging this.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: For those who have a wrong email address or made a mistake on it, would they have received an email in the process of their vaccination in the first instance or is this the first time they would be getting a communication?

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: I assume the phone system the officials are establishing for people who have not had an email by Wednesday or Thursday would be the appropriate route for them to communicate to the back office.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: That would not be a great system for us, on our end. We should thank the Revenue Commissioners for the work they are providing. I am minded to consider it will be the first in a long time when a 1 million-odd people will be delighted to see a letter coming from the Revenue. I thank the Chairman.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: The Deputy is too young to be vaccinated.

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: We have the benefit of having access to Twitter this morning. From some of the comments coming in, it seems there are many people watching this, which is rather unusual. There is some concern about whether the helpline will be able to issue recovery certificates on or before 19 July, recognising that people will be free to travel if they have recovered. Can the witnesses confirm that for...

Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)

Timmy Dooley: Before I finish, Marian Keyes, the author, indicated that she received somebody else's certificate in the post this morning. That is just one point that has come from Twitter.
