I also welcome the publication of their report and the fact that a clear focus was put on the experience of staff and, crucially, the experience of residents and their loved ones, which was a very important part of it. Does Mr. Quinn believe there was a failure of regulation in nursing homes that led to some of the circumstances we now know occurred during that time?

David Cullinane: My point is that through all those years HIQA, which is the regulator, said it needed more powers and to strengthen the 2013 regulations and that it needed an updated regulatory framework. If that is the case, it seems that those calls fell on deaf ears.
