Eamon Ryan: They act for the insured. In that sense, one could ask should every citizen have access to the full data. They are not there as the insurers, they are representing the person insured. In that role, they have the same access to all the data the insured might want but, just like the Chairman and I would not have wide access, they do not have wide access to the full database.
