Kieran O'Donnell: We have ten minutes left. I will take two minutes and I will give two minutes each if others would like to be brought back in. Apart from the driver test, the committee is doing pre-legislative scrutiny on the road traffic (miscellaneous provisions) Bill 2019. Joint Oireachtas Committee on Transport, Tourism and Sport: Pre-legislative Scrutiny of Road Traffic (Miscellaneous Provisions) Bill 2019 (2 Mar 2021)

Kieran O'Donnell: My understanding is that the Department is looking to use the Road Traffic (Miscellaneous Provisions) Bill and to introduce amendments on Committee Stage to deal with e-scooters. It would involve amendment of existing legislation rather than stand-alone legislation.

In summary, we ask that details of all the test centres and waiting times nationally, broken down by county and centre, be provided to the committee. Second, we would like to get a copy of the RSA submission to the Minister on the e-scooter legislation. I also have asked Mr. Naughton to provide...

Joint Oireachtas Committee on Transport, Tourism and Sport: Public Consultation on the National Development Plan: Department of Transport (23 Feb 2021)

Kieran O'Donnell: I note Mr. Spratt said the Minister was very anxious to come before the committee. I will very much hold him to that. It is extremely disappointing the Minister could not make it today. We need him to appear before the committee for the review...

Joint Oireachtas Committee on Transport, Tourism and Sport: Public Consultation on the National Development Plan: Department of Transport (23 Feb 2021)

Kieran O'Donnell: With due respect, Mr. Spratt, the strategic framework for the investment in land transport in Ireland went out to public consultation prior to going to Cabinet. I feel Mr. Spratt is putting the cart before the horse. NIFTI should go out to public consultation. The process previously was that it went out to public consultation and then came back. Has a steering group been established for...

Joint Oireachtas Committee on Transport, Tourism and Sport: Public Consultation on the National Development Plan: Department of Transport (23 Feb 2021)

Kieran O'Donnell: That is very different from the process previously adopted for the strategic investment framework for land transport. It is a draft document that should go out for public consultation. The question is whether the Department is using a draft document as the basis on which to review the national development plan which has not gone out to public consultation...
