Alan Kelly: I am concerned from a risk point of view. Senior personnel on two occasions, once in respect of the previous Garda Commissioner and once preceding that, have had mobile phones and data that went missing. In the context of risk, I want to know that this will not continually happen.

Alan Kelly: It certainly was not robust enough in the past. Mobile phones have gone missing with two Commissioners, one after the other, and in the case of the last Garda Commissioner it was after a new policy was instructed to be put in place or updated, or whatever the phrase is the witness wants to use.
