Questions on Proposed Legislation (9 Nov 2016)

Paul Murphy: The Ceann Comhairle can take it that we will always indicate. My question relates to the housing Bill and to what the Taoiseach referred to as the comprehensive rents strategy. Is the Taoiseach saying that rent controls will be included in the comprehensive rents strategy which he proposes to introduce in the next few weeks? The Government needs to take a hard look at itself in terms of...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2016: Committee Stage (9 Nov 2016)

Paul Murphy: I move amendment No. 1:In page 5, between lines 14 and 15, to insert the following: "CHAPTER 2 A Millionaire’s Tax on WealthStudy on Introduction of a Millionaire’s Tax on Wealth 2. Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2016: Committee Stage (9 Nov 2016)

Paul Murphy: I missed the opportunity to move amendment No. 2. I wish to point out that I am in favour of a study being carried out into the impact of the USC in respect of ensuring a socially just distribution of income. I am in favour of a report on this for the purposes of being able to introduce an amendment on Report Stage. I say as much so that people will know what I am doing.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2016: Committee Stage (9 Nov 2016)

Paul Murphy: I support Deputy Pearse Doherty's amendment as a limited step with which we would agree in terms of taking low paid workers out of the USC net. The Minister's response is disingenuous in two ways. First, he referred to a progressive taxation system and the elements of income tax, despite the reality that these low-paid workers pay a substantial proportion of their income through indirect...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2016: Committee Stage (9 Nov 2016)

Paul Murphy: I support the amendment while taking on board the Minister's points. A choice is being given to tenants, but it should be given to everyone, including council tenants. We support the amendment and I am open to listening to Deputy Burton on how to deal with this issue now or on Report Stage. As a basic principle, the scheme should be open to council tenants.

Ceisteanna - Questions: Brexit Issues (8 Nov 2016)

Paul Murphy: To follow up on the Taoiseach's comments on Article 50 and when it would be triggered, he seems to be rowing back somewhat from the comments that were reported in terms of a real possibility that it could be triggered earlier than March and even before the end of this year. In particular, I ask the Taoiseach for his opinion on the latest developments on Brexit in Britain in the context of...

Finance Bill 2016: Second Stage (Resumed) (26 Oct 2016)

Paul Murphy: The Finance Bill confirms the nature of the budget. It is a right-wing budget written for builders, landlords and the wealthy and to allow Ireland to continue to operate as a tax haven, with only token measures included to try to cover this up. We heard much from the Fianna Fáil Party during budget week and again this week about having a tempering effect on the Fine Gael Party - this...
