Seanad: An tOrd Gnó - Order of Business (1 Jun 2021)

Shane Cassells: There has been much debate in these Houses in recent months concerning the Climate Action and Low-Carbon Development (Amendment) Bill 2020. Recently, on the far side of the globe, the world's most advanced recycling centre for construction waste opened in Sydney. This $100 million facility uses ballistic separators and optical sorting technology to process 7,000 tonnes of waste daily,...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)

Shane Cassells: I thank the witnesses for their presentations. A number of years ago when I was a member of Meath County Council, in another life, a Labour Party councillor called Eoin Holmes, a very creative and eccentric man, was involved in television production. One day I asked him about the costs of producing a particular piece of drama. When he set out the costs, it blew my mind. Could Ms Kirby...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)

Shane Cassells: Could I jump in on that point? On the other pieces that did not get made, I was trying to ascertain how much in general a programme costs. Looking at the income streams since I had that conversation with Eoin Holmes over the past ten years or so, we have seen it fall from a high of €80 million in 2007, in terms of what RTÉ would have spent on independent production, to around...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)

Shane Cassells: Could I redirect the question about the levy to Ms Hamilton? Before I finish, I wish to give a shout out to the independent radio productions as well, because they receive significantly less than independent television productions and there have been some significant ones such as Second Captains and items like that on Radio 1. Ms Kirby said that a minimum of 3% could yield €23...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)

Shane Cassells: The point was made that it is not a consumer tax and I very much agree with that. Depending on the point at which the levy is set, these paid-for services may pass it on, as we can see. Every year, people get an email around Christmas telling them the cost of their subscription has increased. Have the witnesses seen examples of that in other countries where this levy has been introduced?

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)

Shane Cassells: Staying with that point about remaining viable and competitive-----

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (20 May 2021)

Shane Cassells: Good afternoon to all our witnesses. If I may turn to RTÉ and Mr. Coveney first, I welcome the second part of RTÉ's Truth Matters campaign, which it launched this week. It is very much welcome in the context of addressing the dissemination of misinformation, which, as we have seen, has been highly important during the pandemic. I note the language RTÉ used this week when it...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (20 May 2021)

Shane Cassells: Does Mr. Coveney think such advertisements should be banned from social media and that political parties and politicians should not have paid advertisements popping up on people's Facebook timelines?

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (20 May 2021)

Shane Cassells: It was a question more to the representative from Virgin, a Chathaoirligh.

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)

Shane Cassells: I welcome all our guests. This Bill concerns the regulation of all media. The main thing I noted in our guests' opening statements was that they touched a lot on advertising and their business models. Advertising and its regulation can be as prominent in terms of online harm. The Press Ombudsman, Mr. Peter Feeney, stated that social media is sucking away the resources from newspapers and...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)

Shane Cassells: Mr. Ó Broin is diverting there. This issue has been tackled in Australia and our guests know that governments are looking at this. If the traditional media are dead, social media companies are not going to write the news. It was a fair question. Does Mr. Ó Broin agree with a system whereby social media companies would be paying for the monetising of news content online?

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)

Shane Cassells: Yes.

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (19 May 2021)

Shane Cassells: Can we get an answer from Facebook and Twitter about the targeting of marketing and advertising to children under 16?

Seanad: An tOrd Gnó - Order of Business (18 May 2021)

Shane Cassells: I wish to raise the issue of access to vaccines for rare diseases where the vaccines are only available abroad and the cost of accessing these life-saving vaccines is prohibitive. A very high-profile case in my own county was highlighted last weekend involving a five-year-old boy called Nahyan Javed who has neuroblastoma. Since last year when a tumour was discovered behind his heart, he has...

Seanad: Young People: Motion (17 May 2021)

Shane Cassells: I warmly welcome the Minister. We are discussing young people but the voice of young people has been quite prevalent in these Houses in recent weeks. Three weeks ago, students from Tallaght Community School and Kinsale Community School appeared before the media committee and discussed the online safety Bill from their perspective. Their inclusion as part of the debate was critical,...

Seanad: Affordable Housing Bill 2021: Second Stage (17 May 2021)

Shane Cassells: I welcome the Minister. The sooner we get around to getting this Bill through the House and getting down to the work the better, because as we have seen and as Senator Byrne has just pointed out, we have lost the first quarter of this year with builders not being able to get on site and build, which is what this is all about. I said in so many debates in the previous Dáil that I often...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Shane Cassells: I welcome the witnesses. Everyone can agree that the past two days of hearings for the pre-legislative scrutiny of this Bill have been the most insightful and important because of the witnesses involved, with the Ombudsman for Children and the special rapporteur on child protection yesterday and the representatives here today. We are moving beyond the headline-grabbing issues into the depth...

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Shane Cassells: Is that better, Chairman?

Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (13 May 2021)

Shane Cassells: Mr. Church referred to the issue, even with the terrible example he gave, that this is the platform on which young people communicate. The problem is when things go sour. The question is the extent of regulation vis-à-vis the protection of children's rights. As we saw last week with the children from Kinsale and Tallaght who gave testimony to the committee, they expressed concern...
