Joe Cooney: Very good. The other side of it is the question of whether agriculture is totally responsible for the water quality issues. Could there be some other issues out there that are affecting water quality? We are well aware of wastewater. Could that be an issue, with the farmers maybe getting blamed for its effects? Will one of the witnesses respond to that?
