Chapter 10 - Measuring the Performance of Arts and Sports Spending (29 May 2025) Catherine Connolly: My next question is for the Arts Council. I might get a chance to come to the Department to ask about underspending. Gaeltacht areas are crying out for funding. I will come back to that. I want to ask the Arts Council about the situation at the Abbey Theatre. The Arts Council directly grants a certain figure to the Abbey Theatre. Is there a service level agreement or a specific contract?

- Written Answers — Department of Finance: National Treasury Management Agency (29 May 2025)
Catherine Connolly: 39. To ask the Minister for Finance further to Parliamentary Question No. 4 of 3 April 2023, the progress made to fully divest from all Ireland Strategic Investment Fund (ISIF) global portfolio investments in companies on the UN Human Rights Council database of business enterprises, given the value of direct and indirect investment in 13 companies remained at €10.65 million as at April...
- Written Answers — Department of Finance: Central Bank of Ireland (29 May 2025)
Catherine Connolly: 60. To ask the Minister for Finance the value of all State investment in Israeli bonds; if he is concerned that a person (details supplied) told potential investors that purchasing bonds was the “best way” to help Israel support “the war campaign”, given that the Central Bank of Ireland is designated as the competent authority to approve prospectuses for Israeli...

- Supports for Survivors of Residential Institutional Abuse Bill 2024: Report and Final Stages (28 May 2025)
Catherine Connolly: Can I speak on this? I was not sure what the format was. I want to support any Bill that gives supports to survivors. I am now in a dilemma as I cannot support this Bill. I will outline why this is the case. I will go back over 22 years of apologies. As usual, I thank the staff in the library for their wonderful work setting this out. I recommend it to any new TD. The library can set...
- Supports for Survivors of Residential Institutional Abuse Bill 2024: Report and Final Stages (28 May 2025)
Catherine Connolly: I will speak specifically on the amendment but first, regarding what the Deputy Ó Muirí just said, the Ombudsman's report on the Magdalen scheme was utterly scathing. It is worth reading what was said. While I am not going to read it again, it was utterly scathing of the way the scheme was administered. Prior to that, Mr. Justice Quirke, a High Court judge, had recommended that...
- Supports for Survivors of Residential Institutional Abuse Bill 2024: Report and Final Stages (28 May 2025)
Catherine Connolly: I have no difficulty with the technical amendments, but I will use my time now and at the end of the debate to say that I am most unhappy with the Bill. I cannot support it in its present form. The Minister said she is responding to the needs of survivors. We have a special advocate, and when that special advocate was appointed there was a press release which stated the Government would...

- Restrictive Financial Measures (State of Israel) Bill 2025: Second Stage [Private Members] (27 May 2025)
Catherine Connolly: I thank Sinn Féin for bringing this Bill to the House. I refer to the legal opinion the party received. The Minister might have looked at it. It said there was a strong argument for putting forward this Private Members' Bill based on public policy. They see no difficulty in putting that forward based on public policy. "Public policy" is a phrase the Minister did not use. The...
