Bobby Aylward: To whom is it sold? Does disposal mean that it is sold?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: How much will St. James's take out of that figure over the next number of years? Does anyone know that? Will it be €50 million next year and another €50 million every year until 2026?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: I have a few questions on consultancy costs mentioned in the Comptroller and Auditor General's report. The note states the consultancy costs are all outsourced; business as usual functions. What does that mean?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Yes. The note is listed under the term "consultancy costs". The note states that consultancy costs are all outsourced; business as usual functions. Does anyone know what that means? I am sorry but I must have read a different paper.

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Is that why the note states there is a payment plan in place to repay Dublin City Council? What does that mean?

Public Accounts Committee: National Paediatric Hospital Development Board: Financial Statements 2017 (31 Jan 2019)

Bobby Aylward: Does the board still have to pay Dublin City Council?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: Does that mean there is spare capacity?

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: I have one question on legal costs. I was going to ask more but my time is up. Awards came to €492,000 in 2017 but the legal costs were €1 million. That does not add up. The legal costs were double what the awards were. Why would that be? How can the witnesses stand over it? It sounds incredible and sounds like an extremely large sum of money. I am sure some procedures...

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Bobby Aylward: A whiplash or whatever might cost more over here than it does in England. What I am saying is that for something like a sprained ankle there should be a fixed payment and no legal costs.

Rural Crime: Motion [Private Members] (15 Jan 2019)

Bobby Aylward: ...would not get free legal aid or, if they did, would only get it on a limited basis. These people do not care. They are free to commit more crime, more robberies - it is usually robberies - and what difference does another one or two convictions make when added to the five, six or 20 they have already? I ask the Minister of State to look at our bail laws and do something about people who...

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Bobby Aylward: Does the Secretary General think parishes, particularly in rural Ireland, should be recognised in the criteria? I am not talking about parents who want to pick specialist schools for their children and want the State to pay for it. I am talking about parents sending their children to one primary school in a parish. The parents have no choice because there is only one primary school in the...

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Bobby Aylward: ...and a profit when a couple of hundred children have been omitted from the scheme. It is a pity that money could not be used to bring the children to school rather than have a surplus and profit. Does a surplus mean there was a profit?

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Bobby Aylward: ...the subcontractors, put the routes out to tender and saw who came in with the best price? Would that not save us money at a cost of €190 million? When one has a monopoly and no-one to compete against, it does not sound like good business. The service level agreement that is being talked about was questioned by the Comptroller and Auditor General in his report up to 2015. I...

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Bobby Aylward: How does the Department know this when it does not have anybody else doing this or competing for it? Could better value be got if it went out to a private contractor to provide the service, for example, for Kilkenny alone for 12 months? One could then let Bus Éireann and private contractors bid against it and one could see who came in with the best value.

Public Accounts Committee: Comptroller and Auditor General Special Report 98: Provision of School Transport (13 Dec 2018)

Bobby Aylward: Where does this surplus go? Does it go back to the taxpayer or does Bus Éireann keep it?

Ceisteanna Eile - Other Questions: Laboratory Facilities (6 Dec 2018)

Bobby Aylward: The Minister seems to be kicking this issue down the road for almost two years and he does not seem to be overly concerned. This is very important to the people of the south east. The laboratory in the south east serves Wexford, Waterford, Kilkenny, Tipperary, Kilkenny-Carlow, Laois, Kildare and all the surrounding counties. We have these laboratories for a reason and for best practice in...

Chapter 8 - Measures relating to Cyber Security
Chapter 9 - Energy Efficiency National Fund
(6 Dec 2018)

Bobby Aylward: ...and they are always rolling out their business. Why would they not be capable of taking on this? Now we have enet, an American company, coming into Ireland to roll out the same project. Does it not beg questions that only one bidder is left? Is there something wrong that there is only one bidder?

Chapter 8 - Measures relating to Cyber Security
Chapter 9 - Energy Efficiency National Fund
(6 Dec 2018)

Bobby Aylward: I come from an area in which there are three rivers which contain salmon, in particular. I see a cost of €29 million under the heading of natural resources for Inland Fisheries Ireland. To what does that money go? Is it for the preservation of salmon?
