Bernard Durkan: No. We have duties that are given to us. We are dealing with the Bill and passing it. I am being told what I can do. I do not have to do anything. I needed to have been issued a copy of the Bill beforehand so that when I say that I agree with a section as proposed, I have evidence to that effect.

Bernard Durkan: In the event of a dispute arising in the incurring of expenses in administering any functions under the Act to such extent as may be sanctioned by the Minister for Finance, payable out of money provided by the Oireachtas, is there any danger that there is likely to be a dispute over money in that case and who calls the shots?

Bernard Durkan: Is the Minister's function likely to be watered down by virtue of the ability of anybody, under any heading, to raise issues in relation to costs and finance in the administration of any functions under the Act, to such extent as may be sanctioned by the Minister for Finance payable out of moneys? In other words, the shortage of money is not going to become an issue, or is it?
