Paul Coghlan: I also welcome the Minister of State. I found much of what Senator O'Toole had to say refreshing. We all accept that he is fair and independent-minded. He told us that he was surprised, if not disappointed, that some of the good proposals from this side of the House had not been accepted by the other side. We all know from those involved in the business world that we are in a bad place....

- Seanad: National Economy: Statements (Resumed) (6 Oct 2010)
Paul Coghlan: A sensible proposal was made by Senator O'Toole in regard to pensions and restrictions on pension funds. It would be worth examining in the national interest and the amending legislation should be introduced as a matter of urgency in order that we could invest in ourselves, so to speak. Fine Gael also agrees that the debt to GDP ratio must be reduced to 3% by 2014, the target agreed by the...
- Seanad: National Economy: Statements (Resumed) (6 Oct 2010)
Paul Coghlan: I have no doubt the Minister of State is top of the class. I would not expect him to be anywhere else. However, there are Departments which we are led to believe are lax and I have no doubt this is true. I was appalled recently to hear about an official in a certain Department - I will not name the official or the Department - who had told a person in a body under the aegis of the...
- Seanad: Order of Business (30 Sep 2010)
Paul Coghlan: There is no doubt that we are in a sad and sorry state. We all wish the State well in its recovery and the crisis must be dealt with. The sad aspect is that we are still dealing with those who lent recklessly and consistently concealed from the State the information now becoming available. They dishonestly and deliberately misled the State. The Minister for Finance and the Department were...
- Seanad: Order of Business (30 Sep 2010)
Paul Coghlan: I appreciate that. I welcome the fact the situation in Allied Irish Banks, a truly systemic bank with branches throughout the State, is being addressed. Sadly, wrong appointments were made. There was never a total clear-out either at board or senior management level. The sad fact is that inside the banks, including AIB, there are people managing the impaired portfolio who were...
- Seanad: Order of Business (30 Sep 2010)
Paul Coghlan: I appreciate that but I must refer to Kerry Airport and the threat it is under from Ryanair. This is reckless. These people are breaching â welching on â a public service obligation agreement. I wish the Minister for Transport well in addressing this issue and examining the options because the service is vital for tourism.
- Seanad: Order of Business (30 Sep 2010)
Paul Coghlan: I support Senator O'Toole on the Dingle-Daingean Uà Chúis issue and having the name properly restored. This was voted on and passed years ago and should have been dealt with by now.

Paul Coghlan: Hear, hear.
- Seanad: Order of Business. (29 Sep 2010)
Paul Coghlan: I second the proposal by Senator Fitzgerald to amend the Order of Business in regard to widening the scope of the debate on health to encompass the motion she has tabled on the Order Paper. Perhaps the Leader will save us a vote by agreeing to the amendment. I also second the proposal by my illustrious colleague from County Cavan, Senator O'Reilly, in regard to charges. Finally, I support...
- Seanad: Order of Business. (29 Sep 2010)
Paul Coghlan: Is it not motion No. 1?
- Seanad: Order of Business. (29 Sep 2010)
Paul Coghlan: I am seconding them if that is allowed. I am in the Chair's hands. I appreciate that we will have some certainty by tomorrow regarding the final estimate by the Department of Finance of the taxpayers' exposure Anglo Irish Bank. However, we are equally concerned to bring certainty and finality to the entire banking sector. I am speaking about the real systemic banks, AIB and Bank of...
