- Joint Oireachtas Committee on Health: Cancer Screening Programmes: Discussion (23 May 2018)
Louise O'Reilly: I must interrupt the witnesses as my time has run out. I have a very quick question. In 2013 did the service take the view that the open disclosure policy did not apply to the screening programmes or were people advised that it should not apply? Does it apply to the programmes but there is an elongated process to put it in place?
- Joint Oireachtas Committee on Health: Cancer Screening Programmes: Discussion (23 May 2018)
Louise O'Reilly: The open disclosure policy was put in place five years ago. Mr. McCallion has not answered my question. Is there a list which shows where it does and does not apply? I know that my time is up, but sometimes delegates do not help their own cause when they attend committees.

- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: I thank the witnesses for coming in. I observed that they started their contributions by saying "sorry" but basically followed that by saying they did not think they had much to be sorry for. That is my reading of what has happened. Maybe after the questions I might change my mind. I will go back to open disclosure. Dr. Holohan was sent copies of these template letters. They were sent...
- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: In those letters it says nothing more than, "Please ensure that this correspondence is added to Ms [Surname]'s medical record", and, "If open disclosure is indicated in this case, please follow the local hospital guidelines." Then there is another comment which says, "Do not include if the woman is known to have passed away." To me that would be the very opposite of open disclosure. There...

Louise O'Reilly: Dr. Holohan is a doctor.
- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: I am not and I would have taken those interpretations from them. It is explicit in those letters not to tell them and to put a note in their file. That is what it says. It was sent to Dr. Holohan and it did not raise any flags or alarms, while at the same time the minutes of his meetings record that work was under way by the State Claims Agency to extend the architecture of the national...

Louise O'Reilly: I thank the Chair.
- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: It is funny, because the information did not get into their hands. A procession of very senior, very well paid people come before this committee and say that all they ever wanted was to share that information, yet mysteriously that information does not get shared. One wonders how that was happening, regardless of hindsight. We asked for the breakdown from the laboratory this day last...
- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: In 2007, when the 60,000 smear tests were outsourced, was there a competitive process in place? Was there any quality assurance?
- Joint Oireachtas Committee on Health: CervicalCheck Screening Programme: Discussion (16 May 2018)
Louise O'Reilly: I am talking about 2007. It strikes me that in 2007 there was no competitive process, so the outsourcing was done. The company who already had the contract in 2008 would already have a significant head start. It just so happened that it was Quest Diagnostics.
