Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: In a way, the more relevant point is that when the window for appeal was open-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: There was an expectation that there was a scheme available and that wind turbines and forestry were generally permitted. That changed and has undermined the whole thing, leaving all bar 378 of the 3,800 farmers with no compensation. It has curtailed their ability to farm the land to make a living. The only thing they have going for them is whatever basic single farm payment entitlements...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: Correct.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: Forestry is slightly different to commercial development because someone can get a planting licence. If every other measure was put in front of that land, and the farmer was granted a forestry licence in error, for example, and then the authority realised it was in a hen harrier designated zone, it would have to say, "Sorry, we cannot allow it go ahead". That is really what the witnesses...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: We have had a difficulty in Wicklow, as the gentleman in the Visitors Gallery will know, with native woodland species because of deer. It qualifies under all other aspects but because of the deer threat it has not been quite so straightforward. The Forestry Service has started granting them again but it has been very difficult. A locally-led environment scheme on its own is not going to...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: I presume most of the lands were included in the old disadvantaged areas scheme, DAS, and are now in ANCs.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: No. I am referring to the disadvantaged areas scheme.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: Most of the land would be classified already. Most of it seems to be in the classic category of mountain land or uplands.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: I thank the delegates for attending. I also thank members. It is a fair point, especially in terms of anything that would affect the tax code in the upcoming budget. We all agree to work on a submission to the two Ministers. There may be merit in inviting officials to come before the committee, but, notwithstanding this, we have to do something about the concept of tax credits. A point...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Special Protection Areas Designation: Irish Farmers with Designated Land (21 Jul 2015)

Andrew Doyle: No. We have to put something together shortly on the taxation code. I thank the delegates for making the presentation.

Harbours Bill 2015: Second Stage (16 Jul 2015)

Andrew Doyle: I thank my colleague, Deputy Fergus O’Dowd, for allowing me to share his time. I welcome the Bill’s provisions and key principles. As an island nation, ports are essential infrastructure that should stay in public ownership. Ports should be competitive and profitable. As a country we import and export many goods. We export food and pharmaceutical products in bulk. There is...

Topical Issue Debate: Cycling Facilities Funding (15 Jul 2015)

Andrew Doyle: I wish to raise the issue of funding for a cycleway or walkway in what is known as the greenway in Blessington, specifically, for phase 2 of the project. I will set out some of the background. One objective of the Wicklow Outdoor Recreation Strategy 2009-2013 was to explore the potential of new trails in west Wicklow. A feasibility study was carried out in 2010 and the Pollaphuca Reservoir...

Topical Issue Debate: Cycling Facilities Funding (15 Jul 2015)

Andrew Doyle: I know the Minister is keen to get projects like this under way. We both dabbled in the greenway when we were in Westport at a party event some years ago. I am interested in what the Minister said about the INTERREG funding. He referred to the PEACE initiative and cross-border initiatives, whether they involved Northern Ireland or the United Kingdom. Not too far away from the greenway is...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Scrutiny of EU Legislative Proposal (14 Jul 2015)

Andrew Doyle: COM (2015) 294 is an EU proposal for regulation of the European Parliament and of the Council concerning the establishment of a Union framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the Common Fisheries Policy. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
