Mairéad Farrell: Every week or every day, I, as we all do, advocate for different people but the HMD is what says the person has a medical need and, as a result, it is weighted differently. I might be representing another person who has another issue and trying to put the pressure on but it is only when I have filled out that form that it adds a weight. That is why I feel it is important.

Mairéad Farrell: The problem in Galway, for example, is people need to be 11 years on the waiting list, so they are waiting a long time. While need is taken into account, there are many people with a need. Scarce resources are the issue. We have so little supply.
