Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: I did not realise I was leading off but I am delighted to do so.

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: That remains the case all right. I thank the Vice Chairman for his warm welcome to the committee as well. First, I welcome the witnesses today. This issue of congestion at College Green is probably the most discussed issue right now in Dublin and I hope the proposals that were announced last night will go some way towards improving it. My first question is for Mr. Keegan. His...

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: Pardon me. I am used to the Committee of Public Accounts format, where we go back and forth. My apologies. Is it that the Vice Chairman wants to take a round of questions?

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: Okay. No problem at all.

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: I do indeed. Is Mr. Keegan of the view that the reroutings will make the requisite difference or that further changes will be required in the future? Can he provide the committee with the data subsequent to the first week of operation? I believe it comes into effect on 5 March. I would be interested, as I imagine would other members of the committee and, indeed, other Dublin Deputies, in...

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: I have a few for Mr. Ray Coyne as well. Mr. Coyne mentioned the 40L bus routes, which is of interest to my constituency and to me. I am probably in a unique position in that I am the only Deputy who takes Dublin Bus every day to get to work. In fact, the No. 11 handily drops me right outside the door and despite going through College Green, is a great service. The 40L bus route has been...

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: This last question links to that, to be fair. To get the optimum operation out of the Luas across College Green, I note many trams are practically empty going south from Marlborough Street. Pedestrians, when they are getting off Dublin Bus services on O'Connell Street, do not have sight of the tram stops, the real-time information and when a Luas is coming. One would not necessarily walk...

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: Chairman, I think it may be worthwhile to have a dedicated discussion to this. It is somewhat unfair on a Dublin Bus witness to be answering questions that are more relevant to the NTA.

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: I thank the Vice Chairman for indulging me. Something occurred to me in the course of the conversation, particularly regarding bus rapid transit and whether or not it might be introduced. One of the current policies of the council on which we have a lot of correspondence - and I would appreciate it if Mr. Keegan might undertake a commitment to review it - is that in the areas where BRT is...

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: The way it is working now does not allow for any prospective development, full stop.

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: That is understandable, but I presume if the NTA is willing to fund itself, it would view it as compatible with its own developments in the future as well.

Joint Oireachtas Committee on Transport, Tourism and Sport: Traffic Management, Congestion and Public Safety at College Green, Dublin: Discussion (21 Feb 2018)

Noel Rock: I appreciate that. I will send the details to Mr. Keegan.

Dublin Traffic: Motion [Private Members] (20 Feb 2018)

Noel Rock: We cannot regulate for people stopping in a yellow box, to be fair to the Minister.

Dublin Traffic: Motion [Private Members] (20 Feb 2018)

Noel Rock: I am glad to see the House taking an interest in this issue. As a councillor and then Deputy for Dublin city, I have been raising this issue for some years. As a councillor I raised this issue many times with the city manager, the city manager being the relevant authority for traffic and traffic management in the city. The Government is certainly not to blame for the situation we have now....

Public Health (Availability of Defibrillators) Bill 2018: First Stage (20 Feb 2018)

Noel Rock: I move:That leave be granted to introduce a Bill entitled an Act to require the management boards of schools to install and maintain defibrillators so that they are available for public use and to require such boards of management to erect signage and make information available online regarding the location of such defibrillators and to require the boards of management to provide training to...

Public Health (Availability of Defibrillators) Bill 2018: First Stage (20 Feb 2018)

Noel Rock: Fianna Fáil backs the Bill. The Ministers, Deputies Katherine Zappone, Simon Harris, Michael Ring and Richard Bruton, and the Minister of State, Deputy Finian McGrath, have all backed this Bill in some form or another through the The Irish Sun campaign on this matter. It is an issue of commonality throughout the House and among all Deputies. I am aware that 30 Deputies recently...

Public Health (Availability of Defibrillators) Bill 2018: First Stage (20 Feb 2018)

Noel Rock: I move: "That the Bill be taken in Private Members' time."

Order of Business (20 Feb 2018)

Noel Rock: The programme for Government contains a commitment to tackle illegal dumping which has blighted many communities, both urban and rural. Only last night, residents in the Tolka Valley area of south Finglas asked when technology could be further utilised to tackle this scourge. Page 136 of the programme promises precisely that. What is the Government doing to tackle illegal dumping in...

Written Answers — Department of Justice and Equality: Road Traffic Offences (20 Feb 2018)

Noel Rock: 226. To ask the Tánaiste and Minister for Justice and Equality the steps he will take to address the problem of young persons and others driving scramblers (details supplied); the further steps he will take to address the lack of enforcement of road traffic legislation; the status of his Department's engagement with An Garda Síochána on this issue; and his plans to draw up a...
