- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Risks to Health, Including Physical Health, of Pregnant Women: Professor Sabaratnam Arulkumaran, Dr. Peter Boylan and Dr. Meabh Ní Bhuinneáin (18 Oct 2017)

- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Options for Constitutional Change (18 Oct 2017)
Anne Rabbitte: I thank the Chairman for the opportunity to speak. I will not rehash everything everyone has already said. I am one of the two members who abstained earlier. I thank all the members who came to the table in private session to discuss the options we have. They tried to be flexible, to engage with everyone and to listen to everyone's viewpoint. All the various private sessions have been...
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: I thank the gentlemen very much for their presentations this morning. It is amazing what is going on in the audiovisual room at the moment in respect of the Mental Health Commission. I believe some online activities can also lead to mental health difficulties. The reason many of our colleagues have stepped out at this moment is to be in the audiovisual room. One of the ladies involved,...
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: Dr. Geoffrey Shannon referred to the right to be forgotten. At what age is it being recommended that a person should have the right to be forgotten? There are different levels of maturity. A 12 year old, a 14 year old and a 17 year old might do different things.
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: I have one further question. This also came up in Dr. Shannon's submission and I would like Professor O'Neill to answer the same question, if he does not mind. It is about the Budapest and Lanzarote Conventions. Do either of the delegates know what barriers have held up Ireland in enforcing or enacting these conventions?
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: Let me ask one last question which is probably somewhat trivial. How is the panel in which young people participate advertised? How can children become involved? As Senator Catherine Noone said - I think we all agree - children's involvement in this area will help to shine a light and that they will bring more people with them. How is it promoted? How are children encouraged? How can we...
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: I know Professor O'Connell was here earlier and he heard some of the questions. I asked earlier about the Budapest and Lanzarote conventions. We have signed up to them but we have not brought them through the Oireachtas. Has that influenced this morning's presentation or what is the take of the witnesses on that? I asked the previous two speakers the same question.
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: Mr. Justice Quirke was part of the process when 70 children engaged with it. It was referred to earlier. Will he tell us a little about that or how the engagement went? I gather it was over two days. They are the key main stakeholders. How did Mr. Justice Quirke find the process of listening to young people?
- Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
Anne Rabbitte: There is something to be learnt from that going forward from the Department of Children and Youth Affairs. The report is done but maybe we should look at doing it on an annual basis. Technology and digitisation is changing so quickly that this information needs to be out there, for young people, for their parents and for educators. I thank the witnesses.

- Other Questions: Early Childhood Care and Education Programmes (17 Oct 2017)
Anne Rabbitte: My remarks on capacity differs little from Deputy Niamh Smyth's. The issues with capacity that I would have brought to the Minister's attention in recent days related to a crèche in Mountbellew in my constituency, and there is another one in Deputy Michael Moynihan's constituency. These crèches are seeking to expand and are looking to see if a capital programme will be put forward...
- Other Questions: Early Childhood Care and Education Programmes (17 Oct 2017)
Anne Rabbitte: That is precisely to whom we refer.
- Other Questions: Child Care Services Staff (17 Oct 2017)
Anne Rabbitte: I was trying to push the Minister on the issue of the community employment, CE worker and the community creches. Did the Minister see this as an opportunity for the community creches to take on the additional staff that they may have lost? I do not want to be disingenuous but I did the sums on it myself and if one was to break it down, the 7% would not bring their wages up to minimum wage....
- Other Questions: Child Care Services Staff (17 Oct 2017)
Anne Rabbitte: He is at the same committee meeting.
- Other Questions: Child Care Services Staff (17 Oct 2017)
Anne Rabbitte: 37. To ask the Minister for Children and Youth Affairs her views on whether an increase in capitation payments for early childhood care and education, ECCE, providers of 7% will be sufficient in view of the chronic issues regarding pay and the viability of the sector. [43771/17]

- Other Questions: Child Care Services Staff (17 Oct 2017)
Anne Rabbitte: I am asking the Minister for Children and Youth Affairs for her views on whether a 7% increase in capitation payments for the early childhood care and education, ECCE, scheme providers will be sufficient in view of the chronic matters regarding pay and the viability of the sector. I ask against the backdrop of child care providers being expected to complete an ever-increasing amount of...
