Pat Gallagher: The Minister will have two more opportunities to respond.

Priority Questions: National Broadband Plan Implementation (7 Feb 2017)

Pat Gallagher: The Deputy has exceeded his time. The Minister has one minute to reply. We have to have some control with regard to time.

Priority Questions: National Broadband Plan Implementation (7 Feb 2017)

Pat Gallagher: I advise the Minister and Members that there are 13 minutes allowed for two questions. We have used up almost 19 minutes. Other Members will want to come in. I ask them to assist me and keep an eye on the clock because I do not want to be intervening.

Order of Business (7 Feb 2017)

Pat Gallagher: My question relates to promised legislation and a sea fisheries (amendment) Bill. A necessity for this Bill has arisen due to a recent High Court decision concerning the agreement reached between Seán Lemass and Captain O'Neill in 1966, commonly known as the Voisinage agreement. To give this agreement a legal basis, and without being parochial about it, it does affect a number of small...

Ceisteanna - Questions - Priority Questions: Fish Quotas (2 Feb 2017)

Pat Gallagher: 8. To ask the Minister for Agriculture, Food and the Marine if he will withdraw and cancel the consultation process relating to the sharing arrangements between the refrigerated sea water, RSW, pelagic fleet and polyvalent fleet in view of the fact that the basis for the review was the 14% increase (details supplied); and if he will make a statement on the matter. Ceisteanna - Questions - Priority Questions: Fish Quotas (2 Feb 2017)

Pat Gallagher: This question is self-explanatory. Even if a mistake had not been made by the International Council for the Exploration of the Sea, ICES, in its advice to the European Commission, I would be tabling this question, but the issue has grown more urgent than ever before thanks to the reduction of 9% in the updated advice. If that reduction does not happen this year, it will happen next year.

Ceisteanna - Questions - Priority Questions: Fish Quotas (2 Feb 2017)

Pat Gallagher: Sadly, I have not received an answer to my question on what the Minister intends to do. However, I will have a further minute, so perhaps he might let me know. If the reduction proceeds, it will set a dangerous precedent in law and departmental authority and fishermen will not be able to take anything for granted when planning in future. They make significant investments and create jobs...

Ceisteanna - Questions - Priority Questions: Fish Quotas (2 Feb 2017)

Pat Gallagher: Does the Minister fully appreciate that the mackerel quota has been built up by RSW vessel owners, who have made major financial investments? Does he agree that the polyvalent fleet has seen an increase of 200% over the years? He needs to be realistic. What is his preferred choice? Do we revert to the quota under the revised ICES advice or will he propose to Europe to leave it until next...

Pat Gallagher: We are dealing with amendment No. 1 to amendment No. 17 and amendment No. 17, and they are being discussed together. I will ask Deputies to move amendments when we come to them. It is nothing different to the past. Deputy Smith has the right to come in.
