Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: Senator Leyden is far too excitable. In response to Senator Darragh O'Brien's point, it is a matter of great regret that the Insurance (Amendment) Bill is before the House and that a guillotine will apply. All of us wish the legislation was not necessary. The Senator has noted, fairly, that it is probably necessary because of what has taken place in respect of the Quinn Group.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: There is no money in the insurance compensation fund, on which I understand a call will be made on 4 October.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: The administrators of the Quinn Group will go to the High Court to seek funding on 4 October. That is the reason for the urgency in taking the Bill. We regret the need for the Bill and the use of the guillotine.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: If I could finish, we also very much regret the need for the levy.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: I wish it was not necessary and that we did not have to bail out Quinn Insurance. While it is an unfortunate development, we must remember that a great number of jobs are dependent on the measure.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: I have answered the Senator's question.

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: I refer to a matter raised yesterday on the Order of Business by Senators Zappone and Norris, namely, the proposed merger of the Irish Human Rights Commission and the Equality Authority. In opposition many others in the Labour Party and I were very clear in our support for the agencies in question. No one is against the merger per se, but we all want to ensure it brings about an effective...

Seanad: Order of Business (15 Sep 2011)

Ivana Bacik: The Senator can be reassured on the matter. I am pleased to note that on International Democracy Day, 15 September 2011, a cross-party motion is before the House which refers to the events to which I alluded yesterday, namely, the democracy movement and the Arab Spring, and condemns attempts by repressive, non-democratic regimes to suppress these movements. The motion should mark the start...

Seanad: Order of Business. (14 Sep 2011)

Ivana Bacik: It has not failed. The intern scheme has been a success.

Seanad: Order of Business. (14 Sep 2011)

Ivana Bacik: I join others in welcoming colleagues back. I hope that everyone has had a break over the summer and is ready for the busy and challenging term that lies ahead in which we all hope the Seanad will play a productive and valuable role and in which we will see further progress with the procedural reforms we have begun to make. The Leader referred to the format today for questions and answers...

Ivana Bacik: I wish to share my time with Senator Whelan.

Seanad: Commission of Investigation Report into the Catholic Diocese of Cloyne: Motion (27 Jul 2011)

Ivana Bacik: I offer my sympathy to those brave survivors and victims of clerical abuse in the Cloyne diocese who opened a window on what happened there. I commend the team which prepared the Cloyne report which makes for compelling reading and provides succinct findings as to what happened in the diocese. Along with previous reports, some common themes emerge around the denial of abuse by Catholic...

Seanad: Civil Law (Miscellaneous Provisions) Bill 2011 [Seanad Bill amended by the Dáil]: Report and Final Stages (27 Jul 2011)

Ivana Bacik: I welcome the amendments to the Bill, on which we have had a full debate. We were conscious that a wide range of issues were covered and the amendments also cover a similar range of issues. With regard to Senator Denis O'Donovan's comment on codification, I raised this issue with the Minister in the context of this legislation because it is a hobby horse of mine. Having endless...
