- Seanad: Climate Change Response Bill 2010: Second Stage (Resumed) (19 Jan 2011)
Paul Coghlan: I welcome the Minister of State. While accepting the need to address climate change and reduce emissions, my party has reservations about this Bill. We are concerned it will tie our hands in ways that exceed the all-party recommendations of the Joint Committee on Climate Change and Energy Security. We should be hesitant in this regard. We have tabled an amendment which would not give the...

- Seanad: Climate Change Response Bill 2010: Second Stage (Resumed) (19 Jan 2011)
Paul Coghlan: Senator Ellis spoke about technology and he may be more conversant with this area than I am but we must not rush ahead of EU targets or limit our negotiating position down the line. Agriculture, business and competitiveness should be at the forefront of our minds as we proceed in this matter. The targets set out in the Bill are higher than those of our EU partners.
- Seanad: Climate Change Response Bill 2010: Second Stage (Resumed) (19 Jan 2011)
Paul Coghlan: We will discuss the details of that on Committee Stage. As a businessman, Senator Dearey will appreciate that we are a small and open economy. The last thing we want is to unnecessarily tie our hands in advance of negotiations.
- Seanad: Climate Change Response Bill 2010: Second Stage (Resumed) (19 Jan 2011)
Paul Coghlan: I respect the Senator's views and look forward to hearing further from him. We want all-party agreement on this subject. That was the reason for the establishment of the Joint Committee on Climate Change and Energy Security. The Government has published this Bill without consultation and appears to be rushing it through the Oireachtas. I hope there will be time to consider it adequately...

- Seanad: Climate Change Response Bill 2010: Second Stage (Resumed) (19 Jan 2011)
Paul Coghlan: Not necessarily. Let us get back to that framework and get agreement. This is not the right way to proceed. I urge the Minister to go back to basics so we can get all-party agreement which would better serve the country.

- Seanad: Order of Business (19 Jan 2011)
Paul Coghlan: The Leader may have meant well last week when he responded to my question on the remainder of the legislative programme but clearly his response was not comprehensive because it did not list, for example, the Environment (Miscellaneous Provisions) Bill. I note Second Stage of that Bill is to be heard in the other House tomorrow. We will not call that an error.
- Seanad: Order of Business (19 Jan 2011)
Paul Coghlan: Yes. However, as other speakers noted a meeting is taking place today between the Taoiseach and the leader of the Green Party. The Leader should give the House a proper comprehensive update tomorrow because last week he did not have the right information regarding legislative priorities. Senator Twomey mentioned the need for the Minister for Finance, Deputy Brian Lenihan, to come to the...

- Seanad: Order of Business (13 Jan 2011)
Paul Coghlan: We have been long accustomed to the occasional story of the existence of a golden circle. In light of recent revelations, however, it appears there was an inner sanctum within the golden circle, centred round Anglo Irish Bank and the people prominently associated with it. What is Leader's take on this?

- Seanad: Order of Business (13 Jan 2011)
Paul Coghlan: Senator Hanafin proposed the Seanad scrutinises EU matters with MEPs present in the Chamber, a proposal promised by the Leader a long time ago. Both sides of the House feel such a move would be very important. Where do we stand now on this proposal? Touching on Senator MacSharry's point, I am also concerned about job creation. Large numbers of apprentices were hindered in completing their...
