Martin Cullen: I propose to take Questions Nos. 507 and 509 together. My Department has overall responsibility for the delivery of electronic voting and counting working in conjunction with the system suppliers, returning officers and their staff, the Local Government Computer Services Board and the company handling the public awareness and information campaign. To date, some €20 million has been spent on...

Written Answers — Waste Management: Waste Management (3 Feb 2004)

Martin Cullen: Better enforcement of the waste management code has been, and continues to be, a major priority for me since coming into office. In this regard, I have introduced or arranged for a number of important initiatives, the most significant of which are as follows: the establishment in October 2003 of a new Office of Environmental Enforcement, OEE, within the Environmental Protection Agency. The...

Written Answers — Environmental Policy: Environmental Policy (3 Feb 2004)

Martin Cullen: The Environmental Protection Agency prepares and makes publicly available a wide range of reports-data on the quality of the environment, both in printed form and on its website, www.epa.ie. These reports-data, as well as other relevant analytical work, are an important input to the ongoing development of appropriate policy responses and have been fully recognised and drawn upon in recent...

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: I do not mean to interrupt the Senator, but I would like to remind him that I made this point clear at the start. Perhaps he was at a meeting at the time. The Bill does not deal with privatisation, but I went further in my original contribution by saying that there is no chance that I will consider the privatisation of water services. This has been a disaster in other countries and there is...

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: Thank God I escaped that one.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: If the Senator is interested, he should consider what is being done in Dublin. It is phenomenal. The system is being mapped and the technology being used is incredible. It was found that many of the pipes had just disappeared — they had disintegrated entirely. Last year we gave €100 million in Dublin alone for restoration and conservation.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: I am glad I am 30 feet from the Senator.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: It depends on the quality of the soil.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: We criticise ourselves all the time. By way of information, we are now the only country in the EU going way beyond the guidelines set down in EU directive. We are going down as low to the ratio of 1:1,000 of population for sewerage treatment facilities. That goes way beyond the EU directive and no other state in the EU has decided to do this. We decided to do this in the past 12 months...

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: Such a provision would not give us the full answer in that regard.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: We have succeeded in reducing the loss from 43% to 29% which represents a major improvement, although a vast amount of water loss is still unaccounted for. The indications are that such loss is not all due to rusty or old pipes.

Martin Cullen: The State is providing 100% capital funding.

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Seanad: Water Services Bill 2003: Second Stage. (27 Jan 2004)

Martin Cullen: The Bill will make no changes on the domestic side. It leaves the existing provisions in place. I clarify that point in case it was picked up incorrectly.
