Paul Kehoe: The military personnel do not bring everything to my desk for my signature. A lot of work goes on in the background and I am aware of as much as possible. My permission is not necessary to change the type of documentation required. I have no doubt that a similar standard of documentation is required in other areas.

We all observed the successful visits by military personnel to primary schools to present flags and copies of the Proclamation.
