- Seanad: Order of Business (22 Jul 2013)
David Norris: I would like to give a formal welcome to the new Senator Naughton. I am sure my colleagues will also welcome her, and I am sure their welcome will be infinitely warmer than the I welcome I got in Galway during the Presidential election.
- Seanad: Order of Business (22 Jul 2013)
David Norris: It is extremely relevant and I will show you how. You are not in a position to tell me whether it is a relevant or not until I am finished.
- Seanad: Order of Business (22 Jul 2013)
David Norris: Yes, I have. I would like to ask whether this the direction in which Seanad Éireann is going. It is getting to be like D-Day here with all the parachutes landing all over the place. Would the Leader agree with me that it indicates the Taoiseach's continuing determination to corrupt the Seanad? He has said that-----
- Seanad: Order of Business (22 Jul 2013)
David Norris: Yes, I have. I am asking him to draw these matters to the attention of the Taoiseach and the Government. What happened in Galway was history. It was the only time in the Presidential election campaign that a candidate was denied the opportunity to speak by the mayoral vote of the now Senator Naughton-----
- Seanad: Order of Business (22 Jul 2013)
David Norris: I am putting that in the context of what is happening to this Seanad.
- Seanad: Order of Business (22 Jul 2013)
David Norris: I want to say this. This is the shape of things to come. Last week, we had a situation in which 78 amendments were tabled and 77 were ruled out. One was left as a fig leaf. That has never happened in my time in the Seanad. The next day, the Standing Orders of Seanad Éireann were suspended. The Committee of Selection was bypassed in an astonishing way. Those people who had spoken...
- Seanad: Order of Business (22 Jul 2013)
David Norris: -----and this is simply the follow-through. This is about the Order of Business, because we are now dealing with the Protection of Life During Pregnancy Bill 2013. - Seanad: Order of Business (22 Jul 2013)
David Norris: I bet it has. The Senator knows how that feels. We all remember it was done to her-----

- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: I would like to make a simple and quick point. I think it is a point of order.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: If, as this motion purports, Standing Orders are suspended completely, I do not see any reason the Cathaoirleach could not take an amendment because there are no Standing Orders governing it.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: I was saying to the Cathaoirleach that this motion purports to suspend Standing Orders. As we are in a kind of vacuum with no rules and regulations, the Cathaoirleach cannot rely on Standing Orders to rule out an amendment. I would have thought we can table an amendment because Standing Orders have been lifted.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: Yes, but an amendment to the motion would relate to the motion.
- Seanad: Membership of Committees: Motion (19 Jul 2013)

- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: Can you force a Member onto a committee? Apparently one can break all the rules and force them off a committee. A motion that nominates a Member against his or her will cannot be moved.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
David Norris: The shape of things to come.
