John Deasy: I have a bit of a problem with this whole system. It comes back to public expenditure, even when one gets into redaction. If a report such as that comes back to Mr. Breslin, is it redacted? If Mr. Breslin finally gets that, does he get to see the unblemished report or does he get a redacted version?
