Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: For all of us on the committee a common theme is the word "silo". The silos that exist in the system is a recurring theme. Finding a mechanism to break down those silos and having cohesive action is important. Someone mentioned the idea of society understanding and accepting this condition. It is a huge challenge for us to make broader society aware of the issue. I am the parent of a...

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: I have a similar way of thinking. Something I probably said 12 months ago is that I do not like the term "disorder". Someone on the autism spectrum is not someone with a disorder, as Ms O'Donnell-Killen says. Unfortunately, some people seem to think that title is needed to be able to get services. I was attacked on social media for actually putting that view out there. It is not a disorder.

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: I have another question. We have discussed the Disability Act 2005. I feel very strongly that we need to review and change it. It contains a provision that gives a right for an assessment but there is no right for a service. As we all know, even when people do get an assessment of needs, the back-up service is not there. What are the witnesses views or thoughts on that?

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: I call Nem Kearns to speak first and then Cír Doyle.

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: The training we are launching tomorrow is being led out by AsIAm.

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: I believe it needs to be provided by the State and any app needs to be passed by the Department as something that is correct. Cír earlier mentioned people looking up websites for information. Unfortunately, 90% of information up there is incorrect. It is my view that the State needs to provide that equipment and the apps.

Joint Oireachtas Committee on Autism: Autism Policy (Resumed): Discussion. (25 Apr 2023)

Micheál Carrigy: I take this opportunity to thank all our witnesses, Davida Hartman, Tara O'Donnell-Killen, Jessica Doyle, Nem Kearns, Cír Doyle and Blessing Dada, who had to go off the call. First, I thank them for the work they do in being advocates and working on behalf of young and adult autistic people. It is important that we have people who are prepared to push against the system and push...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (20 Apr 2023)

Micheál Carrigy: This matter relates to out-of-hours services at St. Joseph's Hospital, Longford. I will give the Minister of State a little background. In December 2022, the old MIDOC service that was there went into receivership and it left no permanent contract in place for the out-of-hours service, or the red-eye service, for evening and weekend services in Longford. To date, a permanent contract has...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Services (20 Apr 2023)

Micheál Carrigy: The one line that stands out to me again is that the "interim arrangements will continue until at least 2 July". The interim arrangements to get a contract were meant to be until the end of January; then the end of April and now they are until 2 July. I acknowledge the agreement has to come from the doctors, but that is in conjunction with the HSE. This is a priority for us in Longford....

Seanad: An tOrd Gnó - Order of Business (20 Apr 2023)

Micheál Carrigy: I have a couple of issues to raise. The first is an anomaly in the Forestry Act 2014. We have seen the issues with trying to get licences in forestry and the backlog of felling licences yet to be issued. The anomaly in the Act means if there is an area of forestry in an urban area, which you would think would be protected to maintain green areas within our urban areas, a licence is not...

Joint Oireachtas Committee on Autism: Business of Joint Committee (18 Apr 2023)

Micheál Carrigy: I welcome everyone to this public meeting of the Joint Committee on Autism. We have received apologies from Senator Garvey. The first business on our agenda is to approve the minutes of the meetings held on 23 March 2023 and 28 March 2023. Are they agreed? Agreed.

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: Before we start our business, I will read some formal notices. All those present in the room are asked to exercise personal responsibility to protect themselves and others from the risk of contracting Covid-19. I remind members of the constitutional requirement that members must be physically present within the confines of the place where Parliament has chosen to sit, namely, Leinster...

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: Does Dr. Matthews or Ms Matthews wish to talk about the optional protocol?

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: Speaking for all the members, that is something we intend to do.

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: I do not normally come in between speakers but I have a question on this. The youngsters who declare on their applications have been mentioned. Do the witnesses have any idea of a percentage as against those who do not and about whom the institution becomes aware after the fact?

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: The next member on the list is Deputy Joan Collins.

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: I thank the Deputy for that. The next member is Deputy Ó Murchú.

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: Both parties use silos. Too many of them. Does Deputy Collins wish to come in?

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: It is important the committee highlights this issue in its report as a recommendation. As I said previously, I would like to see a continuation of an all-party committee that would be representative of this group pushing and making sure the Government implements the recommendations we make. We do not need to set up another task force. We just need to make those recommendations and make...

Joint Oireachtas Committee on Autism: Autism Policy: Discussion (Resumed) (18 Apr 2023)

Micheál Carrigy: I thank Deputy Collins. It is just me left. I will have to cut it short as we are running tight on time. I thank TUS for the invitation to go to its college in Athlone last January. It was refreshing to see an organisation looking to meet and looking to see what more it can do. I compliment the witnesses on the work they have done heretofore. When I met them it was not just numbers. I...
