Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: That is a dangerous place to be put in.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: Mr. Buckley and Dr. O'Connell sit on this working group. I understand there have been four meetings so far. According to the press release by the Minister, the group is meeting again next week. I do not want our guests to break any confidentiality commitments but this working group has been set up in the past four or five weeks to try to come up with a solution in the next four to five...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: Dr. O'Connell's point is quite interesting. If Article 12 had been brought forward a decade ago, there is no way we could have reached these targets. It is such a blunt instrument. It is very like the Leitrim scenario that has been discussed in the Dáil. It just proves how blunt it really is. I got the impression that the EPA is frustrated. That is why it produced the second map....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: That goes back to the piece of information that Mr. Herlihy gave about soil types and having nitrates in the soil.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: I have two more questions. I apologise, the Chair has given me great latitude. First, on the amount of testing which the EPA went through earlier, it is an average of 12 per water body per year. I was trying to make the point about what is happening in the Timoleague catchment where we are testing once every ten minutes. I worked out that for every one test the EPA was doing, we were...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: Finally, on peer reviewing reports and standing over the data, what is the industry norm for peer review of reports like this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Water Quality Monitoring Report: Discussion (19 Jul 2023)

Tim Lombard: If I can come back in for a moment, Chair, we should meet the Minister as soon as we possibly can.

Seanad: An tOrd Gnó - Order of Business (13 Jul 2023)

Tim Lombard: I acknowledge the staff of the House and the volume of work they have done. I wish them a very happy break; it is well-deserved. I wish to raise two issues. A review of school transport was started in September 2021. It is still not complete and has not been published. I am fearful of what August will bring. August in my office is the busiest time of the year with school transportation...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: I ask the witnesses to reflect on the trade deals that have been agreed between New Zealand, Australia and the UK on the importation of lamb. They are quite significant. It is a different style of product, given that most of it is frozen. What pressures or quantities are going to be involved? Is the industry concerned about the backdoor effect, and lamb potentially being brought into the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: I welcome our guests. Before we begin, I remind members and witnesses to turn off their mobile phones. I bring it to the witnesses’ attention the fact that when giving evidence from within the parliamentary precincts, they are protected by absolute privilege in respect of the evidence they give to the committee. This means that witnesses will have full defence in any defamation...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: What percentage of our lamb product goes to the UK?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: On the quality of the lamb that is coming into the UK, I take it most of it is frozen?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: Is the industry fearful of the backdoor effect of lamb coming into Ireland through Northern Ireland? What is Bord Bia's marketing strategy to take into account the changing and volatile market in the UK at the moment?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: Can Mr. O'Toole give me an idea of Bord Bia's marketing strategy for lamb in continental Europe? How does it propose to market the lamb abroad, and how is it doing that at the moment, in the EU markets in particular?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: With regard to sporting and cultural events, there are some things that we are very proud of in Ireland – St. Patrick's Day was mentioned and there are also the rugby internationals. Do they become part of the Bord Bia marketing campaign in working on the Irish brand when it comes to a product like lamb in particular?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: The domestic market is very important. Can the witnesses give an indication of what Bord Bia is trying to do to improve the domestic market? Lamb is a different and expensive product. It is a very capable and good product, but it is expensive and considered to be so. Can the witnesses give an indication of what Bord Bia is doing domestically to help that domestic market to increase? Can...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: Are chefs ever involved in that promotion?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: I ask the witnesses to clarify a statistic in the opening statement. Was it stated that 1% of sheep production is currently organic? Are the witnesses surprised that it is just 1%?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: Lamb appears to be as organic a product as we are ever going to get, given the short lifespan. It is a standout figure. I was taken aback to think it was just 1%. Does Bord Bia believe there is a body of work to be done to increase that? It would obviously add value to the product.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Development of the Sheep Sector: Discussion (Resumed) (12 Jul 2023)

Tim Lombard: Is there a market for organic lamb?
