Joint Oireachtas Committee on Housing, Planning and Local Government: Consideration of the Citizens' Assembly Report on a Directly Elected Mayor of Dublin: Discussion (Resumed) (21 Nov 2023)

Victor Boyhan: I welcome Mr. Gavin, Mr. O'Leary and the team. They have done a lot of work and I thank them. The very professional way they laid out their report helps to communicate the message and to ensure it is not lost on people. We live in a very visual age and it is all about key messaging. People have to understand things pretty quickly. I have a few things to say. I am in favour of any...

Joint Oireachtas Committee on Housing, Planning and Local Government: Consideration of the Citizens' Assembly Report on a Directly Elected Mayor of Dublin: Discussion (Resumed) (21 Nov 2023)

Victor Boyhan: I am conscious of time. Recommendation 10 acknowledges the existence of the four local authorities and says that they should be retained. This is one of the big issues. It should be remembered that councillors are on the ground right across local government. They want to feel valued and respected, to be appropriately remunerated and to be empowered to represent their communities. They...

Seanad: An tOrd Gnó - Order of Business (15 Nov 2023)

Victor Boyhan: Very early this morning, in a packed Aviva Stadium, the Taoiseach launched a seminar on agriculture and climate change and the challenges around it. I thank the Ministers who were present and acknowledge the level of organisation and the impressive line-out of speakers. The seminar will be on all day. I acknowledge the work of the Minister for Agriculture, Food and the Marine and his two...

Victor Boyhan: That is what I have done.

Seanad: Vacant and Derelict Buildings: Motion [Private Members] (15 Nov 2023)

Victor Boyhan: I thank the Labour Party for tabling this important and timely motion. It is using its Private Members' time. We have had much discussion about this matter. There are four members of the Joint Committee on Housing, Local Government and Heritage here. The committee completed a very substantial work on urban regeneration in May 2022. To be fair to all the Members here, they played a very...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: First, I welcome the team from Horse Sport Ireland and the horse sports industry. As the topic on our agenda that was circulated to members was that we were dealing with the challenges facing Sports Ireland and the industry and as it is a resumed topic, the witnesses have been here previously. I am always conscious that these sessions are seen because people always look in and these...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: That is great. I am conscious of time, so I will push on. I have a question about the status of the Minister's nominees. The Minister currently has three nominees on Horse Sport Ireland's board. He could have brought four, has the exercised the four? Okay, they were brought in with various skill sets and are very able and accomplished people. What is their status? I will tell the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: Okay, I am not asking them to say whether they are interested in staying. I am sure they are busy people but what is their status?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: Or they might be asked to step aside.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: That is a consideration that you might consider. That is fair enough, I just wanted to get the scene. The understanding is that while it is called an interim board, it is envisaged it might stay for the full term. Of course it is the Minister's prerogative to reaffirm the appointment.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: According to HSI's own report that it presented on today, it says that its balance sheet is fragile. They are HSI's words, not mine.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: There are serious concerns then, therefore, about the current funding model. Will the witnesses share with the committee, one, their concerns about their fragile balance sheet, and two, their current funding model? Is that a criticism of the current funding model or could it do better or would the witnesses like to see a whole new funding model? Will they tease that out with the committee?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: This is a forum where Mr. Carroll has an opportunity to put his stake in the ground. We are interested. There are budgetary considerations in the Lower House. What is Mr. Carroll's view? Does he have a considered view about a new funding model that he would like to share with us?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: Has HSI made that case to its funders?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: HSI is going to stick with the model, therefore, that is not very satisfactory but is the one it is happy to work with.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)

Victor Boyhan: Yes, by being a bit more creative.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Challenges Facing the Horse Sport Industry: Horse Sport Ireland (Resumed) (15 Nov 2023)
