Seanad: Finance (No. 3) Bill 2011 (Certified Money Bill): Second Stage (13 Jul 2011)

Paul Bradford: That is an interesting and helpful observation. If it was a soccer match, I would have to say, "One-nil to Senator O'Brien."

Seanad: Medical Practitioners (Amendment) Bill 2011: Second Stage (8 Jul 2011)

Paul Bradford: I want to say a few words on the legislation. Like many speakers, my comments might stretch slightly beyond the terms of the legislation and I respectfully seek the Acting Chairman's understanding for that in advance. I listened with interest to my colleagues. Everybody in this House wants to see a situation brought about where we have a health system which delivers to the public. During...

Seanad: Civil Law (Miscellaneous Provisions) Bill 2011: Order for Second Stage (30 Jun 2011)

Paul Bradford: I move: "That Second Stage be taken today."

Seanad: Civil Law (Miscellaneous Provisions) Bill 2011: Second Stage (30 Jun 2011)

Paul Bradford: I, too, welcome the Minister, Deputy Shatter, to the House and I welcome the legislation he has brought before the Seanad. The Bill brings a wide array of changes, many of which could have been the subject of separate legislation. Perhaps Deputy Shatter is a Minister in a hurry and wants to make quick progress. I look forward to co-operating with him to ensure the passage of the Bill...

Seanad: Civil Law (Miscellaneous Provisions) Bill 2011: Second Stage (30 Jun 2011)

Paul Bradford: And court cases. I suppose they always will be. I am not a legal expert and, thankfully, I have not had to be a right of way expert, so far. I noted what the Bill provides regarding the registration period 2012 to 2021. What happens if that is not acted upon and the registration is not completed between 2012 and 2021? There will always be people who are left out of the loop. Part 2 deals...

Seanad: Ministers and Secretaries (Amendment) Bill 2011: Committee Stage (29 Jun 2011)

Paul Bradford: I am interested in what caused the Member to seek a quorum. I was speaking to-----

Seanad: Ministers and Secretaries (Amendment) Bill 2011: Committee Stage (29 Jun 2011)

Paul Bradford: I was speaking to it and the thinking behind it. The point I was trying to make before a quorum was demanded was that perhaps we should try to learn in terms of from where we have come politically. I believe I am correct in saying the last person to create a major economic Department which was seen as futuristic and novel was the late Taoiseach, Mr. Jack Lynch, when he created the...

Seanad: Ministers and Secretaries (Amendment) Bill 2011: Committee Stage (29 Jun 2011)

Paul Bradford: I wish the Leas-Chathaoirleach had not given me that advice, which will make me feel guilty as I possibly do a little wandering myself.

Seanad: Ministers and Secretaries (Amendment) Bill 2011: Committee Stage (29 Jun 2011)

Paul Bradford: In fact, I wanted to speak about yesterday's debate on the Social Welfare and Pensions Bill. On a number of occasions, we mentioned the sunset clause, whereby we put in place amendments to the PRSI code and if, by the end of 2013, they were not seen to have worked, we would reverse them. We should set ourselves a similar challenge in regard to this Bill, which is putting in place a new...

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: The Minister will learn over the next few years that Committee Stage debates in the Seanad are very interesting. We engage in all types of philosophical meandering and often go down culs-de-sac, especially when discussing social welfare policy. From my perspective, this debate on the State pension is interesting because several years ago, this House took the first step to remove the term...

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: I agree with the previous speaker. While we are not formally pursuing our amendment, we hope the Minister will take on board what has been suggested in it and in Senator Fidelma Healy Eames's contribution when she thinks about the matter and issues her policy proposals in the next few months. The jobs initiative was announced at a time of substantial unemployment when the options and...

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: I am reading from the explanatory memorandum rather than the Bill. It informs us that section 3 amends changes made in the Social Welfare and Pensions Act 2010 to the recording of weekly social insurance contributions as a result of the abolition of the employee PRSI relief and pension contributions as they are no longer considered necessary. Could the Minister clarify what the phrase "no...

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: I am reading from the explanatory memorandum. I cannot attach it to the Bill. A Department saying something is no longer considered necessary is a bit unusual. They are generally very precise in their language.

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: It is part of section 3 as per the explanatory memorandum so I would suspect it is. I am unable to ascertain from the section a legal meaning for what the explanatory memorandum tells us the section provides for. I am always conscious of the recording of social insurance contributions and problems down the line.

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: We do not have to record it because there are no-----

Seanad: Social Welfare and Pensions Bill 2011: Committee and Remaining Stages (28 Jun 2011)

Paul Bradford: It is interesting to debate this amendment but the Minister's response to the earlier amendment in which she clarified the sunset clause is, in one sense, possibly the best guarantee the proposers of the amendment have that the matter is up for review. On the broader scale, the Bill seeks to give an incentive to employment and employers. We have to approach it from the perspective that the...

Seanad: Social Welfare and Pensions Bill 2011: Second Stage (23 Jun 2011)

Paul Bradford: I ask the Senator to conclude because we need to call the Minister of State at 2.20 p.m.

Seanad: Social Welfare and Pensions Bill 2011: Second Stage (23 Jun 2011)

Paul Bradford: I call Senator Darragh O'Brien. Does the Senator wish to share time?

Seanad: Social Welfare and Pensions Bill 2011: Second Stage (23 Jun 2011)

Paul Bradford: Is that agreed? Agreed.

Seanad: Social Welfare and Pensions Bill 2011: Second Stage (23 Jun 2011)
