Seanad: Social Welfare Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: The Senator is on amendment No. 1. Although other amendments have been ruled out of order, I will allow the Senator to come back on the section.

Seanad: Social Welfare Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: We are currently dealing with amendments Nos. 1, 14 and 15.

Seanad: Social Welfare Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: I remind the Senator to stick to the amendment because there will be lots of time on the various sections to deal with issues that were dealt with yesterday. At this early stage, I do not want to get bogged down in what the Minister said yesterday and on a general discussion of the Bill. Senator Cullinane's amendment is very precise. We are dealing with amendments Nos. 1, 14 and 15. In so...

Seanad: Social Welfare Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: If the Senator will allow me, I will deal with this matter. In fairness, as I ruled Senator Cullinane out of order, and while I hope the Minister will not take it badly, perhaps she should confine her response to the particular amendments. Senator Cullinane has a number of other amendments and perhaps the point the Minister is making can be raised on another issue.

Seanad: Social Welfare Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: Amendments Nos. 1, 14 and 15 are related and to be discussed together.

Denis O'Donovan: It is the prerogative and entitlement of the Senator to demand a quorum.

Seanad: Equal Status (Amendment) Bill 2012: Committee and Remaining Stages (19 Dec 2012)

Denis O'Donovan: I will be brief. While I have up to now been supportive of this Bill there are a couple of questions which the Minister has not responded to, although I will understand if she cannot do so. The Minister did not respond to the question from Senator Sean D. Barrett in regard to the reason the Angel of Death, the Grim Reaper calls to males, on average, five years earlier than to females....

Seanad: Equal Status (Amendment) Bill 2012: Second Stage (19 Dec 2012)

Denis O'Donovan: The Minister might whisper that in the Taoiseach's ear.

Seanad: Equal Status (Amendment) Bill 2012: Second Stage (19 Dec 2012)

Denis O'Donovan: Perhaps the Senator could explain how women live longer.

Seanad: Equal Status (Amendment) Bill 2012: Second Stage (19 Dec 2012)

Denis O'Donovan: I welcome the Minister of State. Fianna Fáil will be supporting the Bill. It is unfortunate that it has become necessary to legislate in this area as a result of the ruling handed down by the European Court of Justice. I understand the legislation must come into effect on 21 December next. This is not happening before time. I would go a step further in respect of this matter and demand...

Seanad: Equal Status (Amendment) Bill 2012: Second Stage (19 Dec 2012)

Denis O'Donovan: Building costs have also fallen, as have site values. Consumers must take action on this matter because an insurance company is hardly going to highlight the fact that someone's home is worth a great deal less than used to be the case. If a customer does not seek to establish a realistic value for his or her house, an insurance company will not come out to one's house and say it is worth...

Seanad: Report of Committee of Selection: Motion (19 Dec 2012)

Denis O'Donovan: The Committee of Selection reports that it has discharged Senator Thomas Byrne from membership of the Joint Committee on Investigations, Oversight and Petitions at his own request. The Committee of Selection reports that it has nominated Senator Mary Moran to serve on the Joint Committee on Education and Social Protection. I move: "That the report be laid before the Seanad."

Seanad: Health Insurance (Amendment) Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: Does Senator Barrett wish to come back in?

Seanad: Health Insurance (Amendment) Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: The Senator should be aware that amendments Nos. 4, 5 and 20 are being taken together. I presume he was speaking to the three amendments.

Seanad: Health Insurance (Amendment) Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: When we come to deal with amendments Nos. 5 and 20 the Senator will not be able to speak to them.

Seanad: Health Insurance (Amendment) Bill 2012: Committee Stage (19 Dec 2012)

Denis O'Donovan: Amendment No. 1, in the name of Senator Sean D. Barrett, is out of order and not relevant to the subject matter of the Bill. Amendment No. 2, also in the name of Senator Sean D. Barrett, is out of order for the same reason. Amendment No. 3 is out of order as it is consequential on amendment No. 2 which is not relevant to the subject matter of the Bill. Amendments Nos. 4, 5 and 20 are...

Seanad: Order of Business (19 Dec 2012)

Denis O'Donovan: Yes.

Seanad: Europol Bill 2012: Committee Stage (18 Dec 2012)

Denis O'Donovan: I would like to indicate my support for this Bill. On behalf of the Minister, the Government and the State, if this Bill can improve our relations with other international policing agencies, particularly in an ever bigger Europe of 27 countries and more, it is a positive step. It is essential that we keep the pressure up. We will probably never have the utopian situation that allows us to...
