Séamus Kirk: If we take a decision at 11 a.m. that we will proceed with the Second Stage Reading of the Social and Pensions (No. 2) Bill and if we decide a few hours later, for some other reason, we will not proceed with it, it seems to be contrary to good practice in the House. We will proceed.
