Denis O'Donovan: I allowed the Senator in on this issue and I should not have done so. The Minister said that this is more appropriate to section 13. We are on section 1 and I have already admonished Senator Cullinane for being ultra vires in speaking outside the remit of the section. If the Senator is going to wander from the section with which we are dealing, I will take a very strict line on it.
