Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: I move amendment No. 1: After "drivers" to insert the following: "recognising– –that the major determinant of the price of insurance in Ireland is the cost of personal injuries claims; –the proportion of the cost of claims accounted for by legal costs; –the cyclical nature of the insurance market; –commends the action of the Government in undertaking a comprehensive set of measures...

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: I am delighted and very grateful. Both Senators have made a great contribution. Everyone is concerned about this fundamental issue which affects young people in particular and is the source of the greatest number of representations made to Members of the Oireachtas. I previously served as Minister of State at the Department of Industry and Commerce. Although I did not have direct...

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: I was delighted when the list was published and issued to us at the committee. Who has more experience of dealing with legislation than Members of the Oireachtas? The appointment brings to that organisation a direct link between it and the Oireachtas and the experience gained by Senator O'Toole will be made available to the House. Other Government initiatives in this area include: a joint...

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: On a point of information, I think the Senator does not realise that we have an agreed motion before the House.

Terry Leyden: Thank you.

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: That has been withdrawn. Is it more agreeable now?

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: The Senator knows we are all on the same side on this issue.

Seanad: Motor Insurance: Motion. (12 Mar 2003)

Terry Leyden: If the Senator's father hears that, he will be in trouble.

Seanad: Order of Business. (11 Mar 2003)

Terry Leyden: Freedom of information does not appear to be required when documents and reports are being leaked prematurely from the task force on medical staffing. Will the Leader of the House give a commitment that when the report is published, it will be brought before the House and the Minister will be invited to the House to discuss it? It is causing great concern. The leaked report, published in...

Seanad: Order of Business. (11 Mar 2003)

Terry Leyden: Senator O'Toole has told us we can talk for 45 minutes.

Seanad: Order of Business. (11 Mar 2003)

Terry Leyden: I accept the Chair's ruling. I got bad advice from Senator O'Toole. It is a matter for the House to discuss a report. I am appalled by organisations and those who mischievously leak reports to try to undermine them before they are published. It is a matter for the Government and the House. I ask the Leader of the House to deal with this issue in March, if possible.

Seanad: Order of Business. (11 Mar 2003)

Terry Leyden: I did not engage in such—

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: The Minister of State has long experience in both Houses.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: I am sure the Minister of State is delighted. I have previous experience of bringing Bills through the House. In fact, I brought the Companies Bill through both Houses when Minister of State. Therefore, I have no doubt that the Minister of State is well equipped to deal with Committee Stage of this Bill. It is unusual to oppose the description of a Bill. The Opposition, even according to the...

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: Indeed. The Opposition is trying to undermine the Government. This Bill is an amendment to the principal Act, not the removal of the Act. It consists of appropriate amendments which have been brought forward by the Government on the recommendation of an independent committee representing the Departments which made certain suggestions. Everybody agrees that the Act must be amended,...

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: It funded and promoted the Act. It has been in office since 1997 and embraced the Act.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: Fine, but we worked it well.

Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)

Terry Leyden: The Government deserves tremendous credit because it extended the remit of the Act to health boards and local authorities. It continued to work on it to ensure more areas of administration came within its remit. That is a fact.
