Enda Kenny: We have changed the Order of Business on quite a number of occasions. The Opposition Whips were informed last week that there would be a motion on water, as it has been an issue of very considerable national comment for the past number of months. People would have been informed of the change in the Order of Business at about 2.10 p.m. today.
