Gerry Horkan: In its impact assessment the Commission estimated that the implementation of these standards or capital requirements could lead to an EU GDP reduction of between 0.3% and 0.7% but that it would have a potential upside in public moneys not being used in bailouts. Has the Department or the Central Bank conducted an analysis of what the figures might be for the Irish economy?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Legislative Proposals (9 Mar 2017)
Gerry Horkan: If there is the potential for a 0.3% to 0.7% fall EU-wide, do we have any understanding or feel for whether it will be lesser or greater here?

Gerry Horkan: Does the Central Bank share the concerns expressed in the Swedish reasoned opinion about limiting pillar 2 requirements for the micro-economy? Sweden argues that a one-size-fits-all model is not appropriate and that local supervision should continue for the smaller economy? Are there thoughts on that issue?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Legislative Proposals (9 Mar 2017)
Gerry Horkan: I had a number of other points to make, but we are very tight on time and have to finish. We have to go back into private session and finish by 11 a.m. I thank the delegates for being here and assisting us, both in their opening remarks and interaction with members. We will consider our position on the proposals in private session. Is that agreed? Agreed.

Gerry Horkan: I thank Ms Buckley for attending. She said the regulator should replicate the types of controls on purchases in traditional shops. Will she outline those controls? Is a protocol in place?

Gerry Horkan: But if I go into one of the shops RGDATA represents and ask for 100 lotto tickets, is there a limit on the number that can be sold? Is there a protocol in place to warn me of the dangers of gambling or is it the case that if I want to buy 1,000 tickets, I can?

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations of the National Lottery: Discussion (7 Mar 2017)
Gerry Horkan: Does RGDATA use mystery shoppers in the way other agencies use them to monitor alcohol and tobacco sales? Has somebody under age tried to buy lotto tickets? Have people been convicted of selling to people under age?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations of the National Lottery: Discussion (7 Mar 2017)
Gerry Horkan: I acknowledge RGDATA does not but the organisation represents various shop owners who may have encountered a brush with the law because somebody came in who looked like he or she was aged 23 but was only 17. Is Ms Buckley aware of anybody testing the system to see if people are buying tickets under age?

Gerry Horkan: Ms Buckley said the new operator should report on the technical outages and the online environment avoids many of the controls in the shops but also reduces the margin RGDATA members make from selling these products.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Overview of Operations of the National Lottery: Discussion (7 Mar 2017)
Gerry Horkan: I accept that but Ms Buckley said RGDATA's members have a difficulty with the national lottery, which is raising money for good causes, doing that online and taking away customers who might have historically bought scratch cards in shops as an impulse purchase when buying the paper, cigarettes and so on.
