Martin Cullen: That is an interesting point. I recently placed my view on this matter on the record, which is that there is no sustainable development without people. However, the legislation was being interpreted in a way that almost excluded people. People are at the heart of sustainable development. I cannot be clearer than this. The interpretation was the reverse of how it was intended.
