Ciarán Lynch: The purpose of the Bill is, first, to amend the Central Bank Act 1971 to allow the transfer of assets and liabilities from a building society to the holder of a banking licence and, second, to provide a payment out of the Central Fund to the ESM for the purpose of providing financial assistance to Greece.
