Barry Cowen: The Minister said last night that he did not get rid of the HSE, yet, with great fanfare, he announced the abolition of its board as he wanted to be in charge. He replaced the board with officials so we had the farce of the CEO on the board writing to Department officials about budget concerns, with no one actually accountable.
