- Seanad: Coroners (Provision for Jury Selection) (Amendment) Bill 2022: Second Stage (23 Feb 2022)
Fintan Warfield: When is it proposed to sit again?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Disinformation and Media Literacy: Ms Frances Haugen (23 Feb 2022)
Fintan Warfield: I welcome Ms Haugen and I commend her on and thank her for the work she has done for the public good. Moments such as Cambridge Analytica, the documentary "The Social Dilemma" and Ms Haugen's testimony to Congress give us an insight into what goes on under the hood of big tech giants. What Ms Haugen is doing is very powerful. I thank her for that, which, probably, is something...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Disinformation and Media Literacy: Ms Frances Haugen (23 Feb 2022)
Fintan Warfield: Ms Haugen mentioned that there is no silver bullet to make the Internet safer. We are so far behind in discussing regulation in that we are still talking about looking at the 2D flatscreen while big tech, as Ms Haugen has acknowledged, is pumping money not into safety but into ploughing ahead with a version of the Internet that we are inside, that is a very immersive experience in terms of...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Disinformation and Media Literacy: Ms Frances Haugen (23 Feb 2022)
Fintan Warfield: I again thank Ms Haugen for her work.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Online Disinformation and Media Literacy: Ms Frances Haugen (23 Feb 2022)
Fintan Warfield: If there was a way to ensure that the system would not be overwhelmed, would Ms Haugen support an individual complaints mechanism, at the very least for minors?
- Seanad: Online Safety and Media Regulation Bill 2022: Second Stage (22 Feb 2022)
Fintan Warfield: I welcome the Minister to the House. It is a source of significant frustration that she has yet to publish the Future of Media Commission's report. The co-operation and synergy between the commission and the new regulator were core issues for the joint committee when debating this Bill. Here we are discussing the dissolution of the Broadcasting Authority of Ireland, yet the Parliament does...
- Seanad: An tOrd Gnó - Order of Business (17 Feb 2022)
Fintan Warfield: We marked Seanad 100 this week. It is three years since the Seanad reform implementation group gave its report to the Department of the Taoiseach. The committee was set up by the then Taoiseach, Deputy Varadkar. Many Senators here served on it and Deputies as well. Some of the points proposed by Sinn Féin that were in the final report related to the following: a greater gender...
- Committee on Public Petitions: Election of Vice Chairman (17 Feb 2022)
Fintan Warfield: I congratulate Deputy Devlin.
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Fintan Warfield: I am conscious that it has been a long session. I appreciate the time Mr. Feeney has given. I am a member of the Oireachtas Joint Committee on Tourism, Culture, Arts, Sport and Media, which produced a report on the Online Safety and Media Regulation Bill 2022. I welcome Mr. Feeney's comments on that. The Bill will be taken in the Seanad, on Second Stage, next week. I suppose I am...
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Fintan Warfield: Another issue, which one of the members touched on at the beginning of the discussion, is the individual complaints mechanism. Given the online commissioner has the power to set that up, does Mr. Feeney agree that should be part of the commissioner's work? It is going to an expert review, which will take as long as the Bill takes in the Seanad which is also disappointing to me.
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Fintan Warfield: I ask about bursaries for journalists coming from the State. It crossed my mind during the debate here. One of the recommendations - I am not sure if this is covered by Mr. Feeney's remit - is that-----
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Fintan Warfield: I have seen it. I have seen the change in the age and the demographics of some of the journalists around Leinster House. They are also affected by the housing crisis and all the issues young people are facing. I thank Mr. Feeney for his time.
- Seanad: Planning and Development (Solar Panels for Public Buildings, Schools, Homes and Other Premises) (Amendment) Bill 2021: Committee Stage (16 Feb 2022)
Fintan Warfield: It is fair to say that things take longer when a fire is not lit under an issue or the Government. There is a fire under every one of us; the planet is on fire and people are impatient for change because they have been calling for it for so long. The Minister of State can come in and say the Government has started this, probably with thanks to the Green Party and the programme for...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)
Fintan Warfield: Many of my questions have been asked. I thank the witnesses for attending the meeting. To pick up on Ms Daly's comment, I believe it relates to the first recommendation in the ITI report about mobilising sectoral institutional leaders, key talent and public figures. What do the witnesses think is holding people back from discussing these issues? Is it the next gig? Why are we not seeing...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)
Fintan Warfield: I appreciate that.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)
Fintan Warfield: Ms Kennelly said organisations have to notify the Arts Council of any HR issues. Did I hear that correctly?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: A Safe and Respectful Working Environment in the Arts: Discussion (16 Feb 2022)
Fintan Warfield: I am conscious that while we are talking about the Arts Council and we are looking at funding conditions. We are perhaps missing the funding allocated by local authorities by the Department directly. Should we aim for a situation where the Arts Council sets the bar for funding applications where local authorities and Departments perhaps have been tightening up their allocations on the basis...
- Seanad: Safe Access to Termination of Pregnancy Services Bill 2021: Committee Stage (10 Feb 2022)
Fintan Warfield: I welcome the Minister. It is great to see visitors back in the Public Gallery once again. People who have engaged in and led the campaign relating to this Bill have filled the Gallery. It is a relief to see citizens back in their Parliament. It is glaring that there are no Government amendments to the Bill. There should always be an onus on Government to proactively engage in respect of...
- Seanad: Local Government (Surveillance Powers in Relation to Certain Offences) Bill 2022: Second Stage (26 Jan 2022)
Fintan Warfield: I thank Senator Malcolm Byrne for proposing the Bill. As I have read it, and as I understand it from listening to the debate, it seeks to allow councillors to use fixed CCTV, mobile CCTV and drones for relevant offences specified under the Waste Management Act 1996 and the Litter Pollution Act 1997, and to allow processing of data as per the Data Protection Act, ensuring that the...
