Seanad: Protection of Cultural Property in the Event of Armed Conflict (Hague Convention) Bill 2016: Second Stage (27 Oct 2016)

Trevor Ó Clochartaigh: Cuirim céad fáilte roimh an Aire. Cuireann Sinn Féin roimh an mBille seo. Go baileach, baineann an Bille seo leis an dúchas. Tá sé scríofa ag an antraipeolaí Éireannach Diarmuid Ó Giolláin go gciallaíonn dúchas go bunúsach "an nádúr dosheachanta agus an oidhreacht" agus go mbaineann "an réigiún arb as...

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: I apologise for leaving but I had to go to the Seanad. Before I left I had passed over most of my questions to my colleague. While the allocation of 900 teachers sounds fantastic, where will they come from? What dialogue has taken place with the teacher training colleges to ensure these posts can be filled? In other areas of Government policy there have been great announcements that...

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: What resources will be made available? Mr. Mulkerrins mentioned the difficulty of finding people outside of the Gaeltacht areas with a proficiency in Irish who are also SNAs. I refer to the resources available to an SNA who works through the medium of Irish, particularly when compared with a SNA who works through the medium of English. We may say there are limited resources available in...

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: No. A person who works in schools with a child with autism will need resources to be made available to him or her as Gaeilge if they are working in an Irish-language-medium school or in a Gaeltacht school. There tends to be less resources available. What planning will take place to ensure that language-specific resources are available to the people who work through the medium of Irish?

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: It is worth looking at the matter again. Sometimes a translation can be very literal and does not work for the child concerned. Sometimes it is good to generate it through the medium of the language. I know that An Chomhairle um Oideachas Gaeltachta agus Gaelscolaíochta, COGG does fantastic work. It would be great if it was given specific resources in the area. I suggest the...

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: Let us say one is trying to teach French. If one took a French textbook and translated it into English as an English-speaking teacher one would say it does not hit the spot. It is the same for Irish speakers who have Irish as their first language. Something that is generated initially as Gaeilge from the cultural background of the Irish language is quite different from a translation.

Joint Oireachtas Committee on Education and Skills: Children with Special Educational Needs: Discussion (27 Oct 2016)

Trevor Ó Clochartaigh: It shall remain nameless.

Joint Oireachtas Committee on Education and Skills: Business of Committee (27 Oct 2016)

Trevor Ó Clochartaigh: I welcome the meeting, but I will not be in a position to attend during that time slot and I apologise in advance, but the meeting is very important.

Joint Oireachtas Committee on Education and Skills: Business of Committee (27 Oct 2016)

Trevor Ó Clochartaigh: That would be doubtful.

Joint Oireachtas Committee on Education and Skills: Business of Committee (27 Oct 2016)

Trevor Ó Clochartaigh: I would not be able to make that either.

Joint Oireachtas Committee on Education and Skills: Business of Committee (27 Oct 2016)

Trevor Ó Clochartaigh: Deirtear liom go bhfuil an polasaí um oideachas Gaeltachta atá ag an Roinn Oideachais agus Scileanna le seoladh amárach i gConamara. Is cúis iontais dom é nach bhfuil aon duine ar an gcoiste seo curtha ar an eolas faoi sin. I have been informed the Taoiseach will go to Connemara tomorrow, and the Minister for Education and Skills and the Minister of State with...

Seanad: Order of Business (25 Oct 2016)

Trevor Ó Clochartaigh: Tréaslaím le Nick Henderson atá ceaptha mar phríomhfheidhmeannach ar Chomhairle Dídeanaithe na hÉireann. I congratulate Nick Henderson who has been appointed the new chief executive officer of the Irish Refugee Council. He was in the House earlier with his colleague, Maria Hennessy, to give us a briefing on the major issues surrounding the refugee crisis across...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Business of Joint Committee (25 Oct 2016)

Trevor Ó Clochartaigh: Caithfidh mé a rá go gceapaim nach gceart dúinn glacadh leis an rud seo atá tar éis tarlú. Feicim nach dtarlaíonn sé in aon chomhchoiste eile a bhfuilim tar éis a bheith páirteach ann le roinnt blianta anuas. Nuair a thugtar cuireadh d'Aire, tagann sé nó sí isteach. Ba chóir go dtabharfaí tosaíocht do...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Business of Joint Committee (25 Oct 2016)

Trevor Ó Clochartaigh: I do not think it unusual to see other committees use such titles. For example, in the health committee, the title might refer to "cuts to services", "cuts to the number of special needs assistants in a school", etc. The issue in question has been raised by the Irish language community, Conradh na Gaeilge, etc., and they see them as cuts per se. I am sure we will argue the toss once the...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Business of Joint Committee (25 Oct 2016)

Trevor Ó Clochartaigh: I am just using the example that in previous debates there would have been titles of that nature.
