- Road Traffic Bill 2016 [Seanad]: Report Stage (Resumed) and Final Stage (15 Dec 2016)
Brendan Ryan: I do need clarification from the Minister because he responded in general terms to the group of amendments. Before making a decision on pressing the amendment, I need clarification. The Minister suggested that amendment No. 11 is somehow stronger than amendment No. 10. I get the sense that the Minister would like me to withdraw my amendment in deference to amendment No. 11. If I am to do...

- Road Traffic Bill 2016 [Seanad]: Report Stage (13 Dec 2016)
Brendan Ryan: It seems to me that the reference to subsection (1D) in amendment No. 1 gives the Minister reasonable options in terms of dealing with this. It does not prescribe anything at this point in time but provides for a commitment to make regulations in conjunction with the Garda Commissioner on the commencement of the Act. It seems a reasonable amendment which we would be happy to support.
- Road Traffic Bill 2016 [Seanad]: Report Stage (13 Dec 2016)
Brendan Ryan: Before we commence, I want to raise an issue about the groupings of Report Stage amendments. Amendments Nos. 7 and 10 to 12, inclusive, are grouped together but I do not believe it is appropriate to discuss them together. While they relate to learner drivers, amendments Nos. 7 and 12 relate to insurance matters and amendments Nos. 10 and 11 relate to the consequences for owners of cars...
- Road Traffic Bill 2016 [Seanad]: Report Stage (13 Dec 2016)
