Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: We will now resume the committee's pre-legislative scrutiny of the general scheme of the employment permits (consolidation and amendment) Bill. From the Irish Congress of Trade Unions I would like to welcome Dr. Peter Rigney, industrial officer, and Dr. Laura Bambrick, social policy and legislative officer. I thank the witnesses for coming before us today. In accordance with procedure I...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: I thank Dr. Rigney. Does any Member want to lead off on the questions? In that case, I will start the questioning. Overall, does Dr. Rigney welcome that the Department is trying to bring in a new Bill to update the current permit regime?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: A question I had intended to ask but Dr. Rigney has answered is if he would like to see any changes in the legislation surrounding minimum remuneration. Obviously, he would because he flagged that even though a worker should be paid a minimum of €30,000 per year, he is aware of instances where that is not the case.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: I will ask another question that I put to the other representatives earlier. It concerns seasonal work visas for seasonal employment. Dr. Rigney said in his presentation that he believes it is fraught with potential difficulty. Will Dr. Rigney expand on that? Has ICTU a timeframe in mind for this? I believe this is one part of the legislation that will into force. The Department...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: The market trends should determine it.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: Family members of mine have gone to America on a J1 visa. They went while they were in college and they knew they would be coming home again. If seasonable employment permits are issued, I imagine many students would come to Ireland to take up those permits. A timeframe for the termination of such permits would be required. I did not agree with the earlier comment of it ranging between...

Mary Butler: Is three months.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: Yes. I call Deputy Troy.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: Several years ago, when the committee examined the case of non-EEA fishers, one of its key recommendations was that translation services should be provided. Those from a non-English speaking background will have language issues. We can certainly flag this again as it is important.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: Another one of the committee’s key recommendations for non-EEA fishers on Irish vessels was that the permit should stay with the employee, not with the vessel. We discovered during different briefings that in cases of abuse, the person working on the vessel was not able to leave it because he or she did not own the permit. Instead, the permit stayed with the vessel. It was one of our...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: Would Dr. Rigney like to add anything further before we conclude?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Employment Permits (Consolidation and Amendment) Bill 2019 (Resumed): Discussion (26 Nov 2019)

Mary Butler: I thank Dr. Rigney and Dr. Bambrick for coming and engaging with the committee.

Mental Health: Statements (Resumed) (21 Nov 2019)

Mary Butler: As the Minister is well aware, the department of psychiatry at University Hospital Waterford, UHW, has been in the news for all the wrong reasons in the past month. As a result, confidence in the unit by patients, staff and the general public is at a low ebb. The catchment area for UHW covers Waterford and Wexford. I was appalled when I read the report from the Mental Health Commission...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (21 Nov 2019)

Mary Butler: Ba mhaith liom ceist a chur ar an Aire Oideachais agus Scileanna. The spiralling cost of insurance has been well discussed in this House. Today, I wish to focus on insurance costs for special schools. St. Martin's special school in Waterford is a state-of-the-art school that was opened in June 2018. It has 78 pupils with mild, severe and complex intellectual needs. The school employs two...

Ceisteanna Eile - Other Questions: Ports Policy (21 Nov 2019)

Mary Butler: I thank the House, the Leas-Cheann Comhairle and the Minister for facilitating me in taking this question on behalf of Deputy Browne, who has been called away. We both represent the south east in Waterford and Wexford. Has the Minister discussed the ownership of Rosslare Europort with his UK counterpart? As we are all aware, Rosslare Europort's ownership status is complex.

Ceisteanna Eile - Other Questions: Ports Policy (21 Nov 2019)

Mary Butler: I thank the Minister for his comprehensive answer. He correctly noted that Rosslare Port is unique, and outlined its history and how it was established. It is a joint venture between Iarnród Éireann, which operates Rosslare Port, and Stena Line, which operates Fishguard Port in Wales. These companies are responsible for the management of their respective ports, with the profits...

Ceisteanna Eile - Other Questions: Ports Policy (21 Nov 2019)

Mary Butler: I take the Minister's point that the port's structure dates back over 150 years but, unfortunately, with Brexit looming, the uncertainty around the future of the port must be addressed. I refer to another issue relating to the south east, which I also raised in the Dáil yesterday. The region has the highest unemployment rate in the country, according to the latest data from the Central...

Hospital Overcrowding: Motion [Private Members] (20 Nov 2019)

Mary Butler: Emergency department and hospital overcrowding has become the norm. We hear in the news every day of trolley numbers representing the number of sick patients who cannot access a medical bed in a hospital but who may instead have to wait on a trolley, in some cases for days. They have to stay on a corridor with the lights glaring, without privacy and without bathroom facilities, other than...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (20 Nov 2019)

Mary Butler: Unemployment has fallen throughout the country, which is welcome. However, the south east remains stubbornly higher than the rest of the country at 7.3% unemployment, 2.1% above the national average of 5.2%. That is 14,900 people out of work in the region up to the quarter at the end of September. There is a lot more work to be done. Waterford and the south east can act as a release valve...
