- Leaders' Questions (2 Dec 2014)
Enda Kenny: As I stated to Deputy Martin, the Government has allocated €55.5 million of taxpayers' money towards dealing with homelessness. I also pointed out that time limits have been set for bringing into use rooms and vacant homes that are currently being repaired for homeless people. The Minister for the Environment, Community and Local Government meets senior officials at 9 a.m. every...
- Leaders' Questions (2 Dec 2014)
Enda Kenny: In respect of the longer term homeless - those in bed and breakfast and hotel accommodation - the question of the rent supplement cap being changed would, according to the analysis of the Department of Social Protection, bring very little extra relief. As Deputy Adams is well aware, the answer is the provision of proper housing. This requires investment, which the Government has provided....
- Leaders' Questions (2 Dec 2014)
Enda Kenny: I thank Deputy Martin for raising the issue of homelessness. It is not the first time it has been raised here. It is most distressing to find that a man died on the street over the last few days. Everyone agrees that this is an issue that is not new but that has been exacerbated in the last number of years in particular. It is also fair to say that the extent of moneys being provided for...
- Leaders' Questions (2 Dec 2014)
Enda Kenny: It is a problem that has become exacerbated in recent years, and we must deal with it in the most effective way possible.

Enda Kenny: Please see as follows details in respect of each meeting of my Department's Management Advisory Committee (MAC) in 2011, 2012, 2013 and to date in 2014. The minutes of my Department's MAC are published on a quarterly basis and are available to view since 2013 on . There are also regular interactions on management issues between me, the Ministers of State in my Department and the senior...
- Written Answers — Department of An Taoiseach: Garda Civilian Staff Duties (2 Dec 2014)
Enda Kenny: Due to the nature of the task involved it was not possible to specify a fee in advance. Payment will be made following receipt of an invoice and statement of the work undertaken. As yet, no invoice has been received or payment made.
- Written Answers — Department of An Taoiseach: Constitutional Amendments (2 Dec 2014)
Enda Kenny: I take it that the Deputy is referring to the recommendations of the Eighth Report of the Convention on the Constitution. The Convention produced nine reports in all. The Government has already responded in the Dáil in detail to the first, second, third and sixth reports. Briefly, in response to recommendations in the first three reports of the Convention on the Constitution, the...
- Written Answers — Department of An Taoiseach: Appointments to State Boards (2 Dec 2014)
Enda Kenny: Minister of State Kehoe made one appointment to the National Statistics Board (NSB) in 2014 without being advertised publicly. Section 18 of the Statistics Act 1993 provides that one member of the board be "an Assistant Secretary or equivalent or higher grade in the Department of Finance", and, in line with this provision, Mr John McCarthy, Assistant Secretary, Department of Finance, was...
- Supplementary Estimates for Public Services: Leave to Introduce (26 Nov 2014)
Enda Kenny: I move:That leave be given by the Dáil to introduce the following Supplementary Estimates for the service of the year ending on the 31st day of December 2014:–Vote 20 — Garda Síochána (Supplementary Estimate). Vote 21 — Prisons (Supplementary Estimate). Vote 22 — Courts Service (Supplementary Estimate).
- Supplementary Estimates for Public Services: Referral to Select Committee (26 Nov 2014)
Enda Kenny: I move:That, subject to leave being given to introduce the following Supplementary Estimates for the service of the year ending on 31 December 2014, the Supplementary Estimates be referred to the Select Committee on Justice, Defence and Equality, pursuant to Standing Orders 82A(3)(c) and 159(3) and paragraph (8) of the Orders of Reference of Select Committees, which shall report back to the...
- Order of Business (26 Nov 2014)
Enda Kenny: I will come back to Deputy Troy on that. In respect of the Children First legislation, that is awaiting Committee Stage here in the House. The Government made a number of appointments following the recommendations given to it in regard to the Supreme Court. I cannot indicate to the Deputy when the Supreme Court will do its job. It is completely independent in that matter. I will confirm...
- Order of Business (26 Nov 2014)
Enda Kenny: No, the result is not in doubt but the Supreme Court will make its decision, as it will make-----
- Order of Business (26 Nov 2014)
Enda Kenny: I thank Deputy Durkan for his comments in regard to the Commissioner. I would point out that the Chief Justice, the Attorney General, the DPP, the Minister for Justice and Equality and the Garda Commissioner are now all women of very considerable influence and importance. I wish them all the very best in looking after the various areas of justice that they are now dealing with. The Garda...
- Order of Business (26 Nov 2014)
Enda Kenny: Deputy Bannon contributed very effectively to the convention. He mentioned two Bills - the voting age being lowered and the age in respect of presidential eligibility. Both of these Bills have to be published in appropriate time prior to the commitment to hold the referendums. That will be early in the new year, I would expect.
- Order of Business (26 Nov 2014)
Enda Kenny: The Bill is not due until next year. Perhaps with the Ceann Comhairle's indulgence, if the Deputy submits a Topical Issue matter in respect of the health aspects of e-cigarettes, the Ceann Comhairle, in his graciousness, might allow Deputy Fitzpatrick to deal with that matter.
- Order of Business (26 Nov 2014)
Enda Kenny: The landlord and tenant Bill is due in the middle of next year. The immigration Bill that was moving through the legislative process, and to which many amendments were proposed, will not proceed any further. It will be replaced by the international protection Bill, the principal purpose of which will be to reform the international protection, or asylum, system here in Ireland through the...
- Order of Business (26 Nov 2014)
Enda Kenny: The insurance Bill will be introduced next year. On the health reform Bill, a great deal of work is being done to restructure the health service. It is not acceptable to the Minister or to anybody that there would be waiting lists of the length mentioned by the Deputy. Obviously, the 86 year old person referred to by the Deputy is a case in point. Clearly, the arrangements made for people...
- Order of Business (26 Nov 2014)
Enda Kenny: I do not see the relationship between the two. The Bill in question will be introduced early next year.
- Order of Business (26 Nov 2014)
Enda Kenny: The redress Bill is being drafted. I will look at the four-week question that has been raised by the Deputy. The PPS numbers will be deleted over a period of weeks between Irish Water and the Office of the Data Protection Commissioner. It is not actually a social protection Bill.
- Order of Business (26 Nov 2014)
Enda Kenny: The numbers as confirmed will be deleted and will be contained in the water Bill. It is not necessary to have a social welfare Bill in respect of that. The PPS numbers that were originally deemed to be required will be deleted. That will be contained in the water Bill. The climate change Bill is being worked on. I expect it should be published before the end of the year.
