Paul Coghlan: I am trying to be objective about this. I believe the Minister, Deputy Howlin, was treated discourteously here yesterday. The Leader may have to revisit the issue of the restructure of statements followed by questions and answers, which we all think are valuable. We must structure it properly. Paul Coghlan: Of course, the Leader will deal with it but it concerns the Cathaoirleach also. One needs a strict, firm Chairman in dealing with these question and answer situations such as we witnessed yesterday. I raise it merely to seek the Leader's views.

Paul Coghlan: I agree totally with the Minister on decentralisation. Where there is an already decentralised office - there are a number of them - and a large amount of unutilised office space, is there any way the Minister can encourage his colleagues to ensure staff who are scattered elsewhere in the same town or region move to the one place?

Paul Coghlan: I am addressing the Cathaoirleach, obviously, and my question is for the Leader. The Senator should pay attention to what his Government signed up for in the memorandum of understanding.

Paul Coghlan: Arising out of that, he knows what he saddled this Government with. I ask him to await the budget speech. I would like to refer to tax exiles. We learned recently that there are more than 5,800 people domiciled here but non-resident for tax purposes. The previous Administration brought in what was considered to be a worthwhile measure - a levy - but sadly, as we now know, only ten people...

Paul Coghlan: I compliment Senator Darragh O'Brien on the quality of his performance this morning, but not on its content. The Senator should check what his party signed up to in the memorandum of understanding, with which it saddled the Government.

Paul Coghlan: I support the call for a debate on education. I would prefer to debate No. 1, the resolution on the Smithwick tribunal. I would prefer that we would have debates on tribunal reports. This motion is to allow for an interim report on 9 March to give the good judge an extension of time. He is making wonderful progress.
