Vote 39 (Office of Government Procurement) (Revised) (22 Jun 2016) Eoghan Murphy: The Chairman is dead right. In the past three years, for example, I have seen the Oireachtas getting ahead of the game for Members who are most proficient with technology. A service is being provided for them that is almost outperforming the service that Members could provide from their individual offices.

The more we can save in the likes of procurement and sharing cloud services, etc., the more we can invest in improving the output coming from individual Members.
- Topical Issue Debate: Mortgage Data (21 Jun 2016)
Eoghan Murphy: I appreciate the Deputy's interest and persistence in this matter. Both of us were members of the banking inquiry and we both have a strong interest in this area. I would be interested to see the correspondence the Deputy received from the Central Bank, if he would not mind sharing it with me and my officials. Permanent tsb can disclose information if it chooses to do so. That is its...
- Topical Issue Debate: Mortgage Data (21 Jun 2016)
Eoghan Murphy: I thank the Deputy for raising the issue and I am aware of his interest and persistence on this matter. I am glad that he acknowledges that the rules are sensible. The Central Bank's macro-prudential limits on mortgage lending came into effect on 9 February 2015. The policy sets restrictions on the loan-to-value, LTV, and the loan-to-income, LTI, ratios on products that can be offered...
- Insurance Costs: Motion (Resumed) [Private Members] (9 Jun 2016)
Eoghan Murphy: On a personal note, I wish to thank Deputies for their good wishes. The discussions that have taken place regarding motor insurance are timely and, in this regard, Deputy Michael McGrath's motion is very welcome. I also welcomed this opportunity to hear contributions from other Members both yesterday and today. It is clear that the rising cost of motor insurance is a shared concern...
- Single Resolution Board (Loan Facility Agreement) Bill 2016: Order for Second Stage (8 Jun 2016)
Eoghan Murphy: I move: "That Second Stage be taken now."
- Single Resolution Board (Loan Facility Agreement) Bill 2016: Second Stage (8 Jun 2016)
Eoghan Murphy: I move: "That the Bill be now read a Second Time." As this is the first time I am moving legislation on behalf of the Minister for Finance, I would like to say that I look forward to working with all Deputies in the House, both on this legislation and on further matters as they arise over the period of the Government. I am pleased to present the Single Resolution Board (Loan Facility...
- Adjournment Debate: Insurance Industry (1 Jun 2016)
Eoghan Murphy: I thank Deputy Farrell for his comments and for raising this important issue this evening. I welcome the opportunity to discuss the issue of insurance costs. I am aware of the concerns of Deputy Farrell and concerns throughout the House about the increasing cost of insurance. It is an issue of concern for individuals, households and businesses throughout the country. Consumers, be they...
- Adjournment Debate: Public Sector Staff Recruitment (31 May 2016)
Eoghan Murphy: I thank the Deputy for raising this matter. I note his genuine concern for those affected. The Public Appointments Service is the independent centralised recruitment agency for the Civil Service and public service and conducts regular recruitment competitions for the Civil Service. I understand from a parliamentary question asked today that the Deputy is primarily interested in the...
- Priority Questions: Public Procurement Regulations (31 May 2016)
Eoghan Murphy: One of my first actions when I took responsibility for this area was to meet with the people in charge of the OGP, given that it is such an important area, as the Deputy pointed out. Given the amount the State spends on procurement, the OGP is incredibly powerful. We can use this economic soft power for many good things, including getting value for money, as we are trying to do. This does...
- Priority Questions: Public Procurement Regulations (31 May 2016)
Eoghan Murphy: Only 7% the public procurement contracts awarded goes overseas while 93% goes to Irish-based suppliers. The Deputy referred to an overemphasis on price. We use the most economically advantageous tender model. I will detail the emphasis given to price and non-price factors in some examples of competitions in 2015. In the 22 professional service contracts awarded in 2015, the ratio of price...
- Priority Questions: Public Procurement Regulations (31 May 2016)
Eoghan Murphy: Public procurement is governed by EU and national rules, the aim of which is to promote an open, competitive and non-discriminatory public procurement regime which delivers best value for money. It would be a breach of EU rules for a public body to favour or discriminate against particular candidates on grounds such as nationality and organisational size and there are legal remedies which...

- Report of Sub-Committee on Dáil Reform: Motion (19 May 2016)
Eoghan Murphy: I will not speak for long because I had an opportunity to speak on this issue recently. I also spoke on Dáil reform on a number of occasions during the previous Dáil when I had an opportunity to write a number of pamphlets and papers on the issue. After sitting on the banking inquiry, I swore I would never sit on another Oireachtas committee. I also felt there should be some kind...
