Leaders' Questions (3 Dec 2014)

Enda Kenny: I already pointed out for the Deputy the numbers in receipt of rent supplement this year and the fact that €344 million has been allocated for this. If we increase the rent supplement generally across the board without increasing the supply of houses, we do not deal with the fundamental issue, which is supply.

Leaders' Questions (3 Dec 2014)

Enda Kenny: That is why €2.2 billion has been allocated by the Government for the next number of years to deal with this.

Leaders' Questions (3 Dec 2014)

Enda Kenny: One second please. "To get a job you need a base and you need a good three square meals a day as well, to be honest, and you need some good sleep - and you won't get it on the street so you just can't grab a job on the street when you're in a sleeping bag." Those are the words of Jonathan Corrie two months ago. I am glad to see the unemployment figures have dropped to 10.7%, but that is...

Leaders' Questions (3 Dec 2014)

Enda Kenny: The emergency accommodation, the void and empty units are all being considered now. I hope the meeting tomorrow will bring about some focus from all of the agencies working in this area.

Leaders' Questions (3 Dec 2014)

Enda Kenny: As the Deputy pointed out, the Committee of Public Accounts received legal advice from the Oireachtas yesterday evening. The position has already been outlined by the Minister for Jobs, Enterprise and Innovation. By the way, the issues raised by the whistleblower came about as a result of a welcome reform made by the Government allowing for protection of witnesses making disclosures in...

Leaders' Questions (3 Dec 2014)

Enda Kenny: ----- about the documentation received by the fraud investigation committee. They know exactly what their powers are and will act upon the witness statement sent to them. The charges the Deputy makes against certain people are not for me to answer here. There is a process in train, which was availed of under the legislation by the whistleblower and the documentation required and requested...

Leaders' Questions (3 Dec 2014)

Enda Kenny: A law was introduced for whistleblowers to bring forward certain matters of information they feel are relevant, important and in the public interest. The law is framed to protect the whistleblower, which is an important reform and a central element of the law that must be maintained. The whistleblower must be protected. The fraud squad investigation unit made a formal request for a...

Leaders' Questions (3 Dec 2014)

Enda Kenny: Nobody can disagree with the sentiments expressed by the Deputy. I am sure nobody in this House could describe the feelings of a person who has to fend for himself or herself on the streets of this city or others around the country. How can one describe the feelings of Mr. Corrie in the years, months, weeks and days before he passed away? The same applies to the families who find...

Leaders' Questions (3 Dec 2014)

Enda Kenny: Rent supplement plays an important part in the provision of accommodation. There are 71,800 persons in receipt of rent supplement, of whom 19,000, or 26% of the total, were awarded it this year. At the end of November, approximately 29,000 rent supplement recipients were on the live register, representing 8.2% of the total number. The Government committed funding of €344 million to...

Leaders' Questions (3 Dec 2014)

Enda Kenny: The current review of the scheme has practically been finalised. Deputy Michael McGrath knows the answer to his question. If rent supplement is increased across the board, the only beneficiaries will be landlords. If it is done without increasing the supply of houses, it is meaningless. The local authorities have the right to increase rent supplement in individual circumstances where they...

Order of Business (2 Dec 2014)

Enda Kenny: The credit guarantee (amendment) Bill is listed for this session. The Government has given authorisation and approval for the legislation to establish the low pay commission. Work is under way on the terms and conditions that will apply to it. The Ministers for Social Protection and Jobs, Enterprise and Innovation have an interest in this legislation. I will advise the Deputy later as to...

Order of Business (2 Dec 2014)

Enda Kenny: If Deputy Finian McGrath proposes to join Deputy Ross, he will have to structure his questions a little more succinctly than that. The only people suffering because of today’s strike are the students. The Minister has bent over backwards to help in this matter. I am not sure when the universities Bill is to be published. I will advise Deputy Finian McGrath when it will be. I hope...

Order of Business (2 Dec 2014)

Enda Kenny: I do not have a date for either of these Bills. I will ask the Minister for Children and Youth Affairs, Deputy Reilly, to inform the Deputy on the current position of the Bills’ preparations.

Order of Business (2 Dec 2014)

Enda Kenny: The bail Bill is still out there. The redress Bill will be taken in this session. Hopefully, we will get to a point where we can focus on the Bill and be able to bring it forward.

Order of Business (2 Dec 2014)

Enda Kenny: Obviously, the Government has reformed the system in order that people like the Deputy can produce Private Members’ Bills. We lost much time over recent weeks-----

Order of Business (2 Dec 2014)

Enda Kenny: The reason the Bill in question has been moved out is because of the time lost in respect of dealing with the Water Services Bill. Deputy Mathews's Bill will be the first Bill to be taken in Private Members’ time and will be allowed to go to Committee Stage.

Order of Business (2 Dec 2014)

Enda Kenny: We can finish this on a high note. That Bill is due for this session.

Order of Business (2 Dec 2014)

Enda Kenny: It is proposed to take No. 16, Health Insurance (Amendment) Bill 2014 – Financial Resolution; No. 17, motion re membership of committees; No. 18, motion re proposed approval by Dáil Éireann of the Horse and Greyhound Fund Regulations 2014 - back from committee; No. 19, Intellectual Property (Miscellaneous Provisions) Bill 2014 – motion to instruct the committee; No....

Order of Business (2 Dec 2014)

Enda Kenny: The EirGrid and energy (miscellaneous provisions) Bills will be taken in the first half of next year. With regard to the discussion on broadband communications the Deputy mentioned, last Monday the Minister published the information on mapping in County Clare. It is a matter for the Whips to arrange a time and there is no difficulty except in finding an opportunity to debate the issue.

Order of Business (2 Dec 2014)

Enda Kenny: The Deputy should ask his Whip to raise the issue at the Whips meeting and the Chief Whip will make arrangements whenever time permits. There is no objection to having a debate on the issue.
