Seanad: Order of Business. (22 Jun 2005)

Brian Hayes: Refugee control and asylum seekers who enter the country are a separate issue. The issue I raise concerns people with green cards whom we want in Ireland working hard and contributing to the country. They are being treated in a shameful manner. I apologise for bringing a constituency case to the attention of the House but it illustrates countless thousands of cases which are a matter of...

Seanad: Order of Business. (22 Jun 2005)

Brian Hayes: That does not apply to Romanians.

Seanad: Order of Business. (22 Jun 2005)

Brian Hayes: Senator Bannon does not need an armband.

Seanad: School Staffing. (21 Jun 2005)

Brian Hayes: I thank the Cathaoirleach for selecting this matter on the Adjournment and I welcome the Minster of State to the House. St. Kevin's boys' national school in Kilnamanagh, Tallaght, is one of two local national schools in the Kilnamanagh area. I wish to highlight to the Minister for Education and Science the very genuine concerns of this school community in connection with the teaching...

Seanad: Civil Service Regulation (Amendment) Bill 2004: Second Stage. (21 Jun 2005)

Brian Hayes: I enjoyed listening to the historical dispute between Fianna Fáil and the Labour Party while I was in my office. There was a certain rewriting of history and I understand some doors were closed late at night one time.

Seanad: Civil Service Regulation (Amendment) Bill 2004: Second Stage. (21 Jun 2005)

Brian Hayes: That kind of thing does not bode well for the future. I will leave that to the experts here in the Chamber. I welcome the opportunity to discuss this issue with the Minister of State. On the Order of Business this morning, I raised the remarks made yesterday by Mr. Kevin Murphy. He put his head on the block with his views on political responsibility. This arose from the publication of the...

Seanad: Order of Business. (21 Jun 2005)

Brian Hayes: It was usually an internal battle.

Seanad: Order of Business. (21 Jun 2005)

Brian Hayes: We might get a Whip with this.

Seanad: Order of Business. (21 Jun 2005)

Brian Hayes: That is what they do in America.

Seanad: Order of Business. (21 Jun 2005)

Brian Hayes: The State owes a particular debt of gratitude to one of the finest public servants the country has ever had, Mr. Kevin Murphy, the former Ombudsman. We should reflect on his remarks yesterday. He clearly stated that it is incumbent on Governments and Ministers to take responsibility for areas for which they are responsible. Mr. Murphy also highlighted another issue, namely, parliamentary...

Seanad: Order of Business. (21 Jun 2005)

Brian Hayes: Hear, hear.

Seanad: Morris Tribunal Reports: Motion. (15 Jun 2005)

Brian Hayes: I wish to share time with Senator Bannon.

Seanad: Morris Tribunal Reports: Motion. (15 Jun 2005)

Brian Hayes: I am grateful to the Labour Party for tabling the motion to allow the House to respond to the second Morris tribunal report. As Senator O'Toole has stated on the Order of Business in recent months, the fact that we have not debated the first report to date is regrettable but we are doing so this evening. We all owe a debt of gratitude to Mr. Justice Morris for his report and its clear...

Seanad: Morris Tribunal Reports: Motion. (15 Jun 2005)

Brian Hayes: On a point of order, it is the prerogative of the Chair to call speakers as he or she chooses. Second, as the Chair knows through the Committee on Procedure and Privileges, it is a long-standing tradition in this House at Private Members' time that groups are called in accordance with a well set out sequence. The Senator was in possession. It was the turn of his group in that sequence.

Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)

Brian Hayes: On a point of order, is it not provided in Standing Orders that when a vote is cancelled for some reason, the bells should be rung again to allow colleagues who were unable to get to the Chamber another opportunity to do so?

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Brian Hayes: The Minister is deliberately misinterpreting what I said but he is doing so for effect. If the question is put to the authority, the authority should give a straight answer to the Member, rather give a one-line answer two months later. The experience to date with many of the quangos established by the Government and the previous Government is that Members of the Oireachtas receive little or...

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Brian Hayes: As I understand it, there is provision for an advisory council to be established which would allow the issues raised by Senator Tuffy to be brought to the attention of the authority. In other words, I presume the authority can make recommendations and report to the Minister in respect of additional changes that should be made as a means of modernising the registration.

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Brian Hayes: It was one of the amendments.

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Brian Hayes: If accepted, amendment No. 52 will delete section 26. It is strange that the Minister of State says the Registration of Deeds and Title Rules Committee established under section 44 may, with the agreement of the Minister, make general rules for the purpose of enabling this Act. It either has the power or it does not. The Minister is saying that this rules committee will have the power to give...

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Brian Hayes: Will they be laid before the House?
